Leads, provides work guidance and direction, and participates in the work of unit/crew members; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/divisional standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; estimates personnel, equipment and material requirements for assigned jobs; may order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.
Tests, troubleshoots, calibrates, repairs and performs advanced preventive, corrective and predictive maintenance on a variety of electrical systems and process control instrumentation, HVAC systems, components and devices associated with the production, treatment, storage, transmission and distribution of wastewater, potable and reclaimed water.
Performs, facilitates and generates root cause analysis reports; reviews employee data input into maintenance enterprise management systems for proper use of equipment taxonomy and coding accuracy; performs failure and reliability analysis; provides input on asset replacement schedules; makes maintenance program and component replacement recommendations to supervisors and management.
In collaboration with Maintenance Supervisors, oversees major repair projects and upgrades of electrical systems, process control instrumentation and related equipment; reviews plans and lays out jobs; works with engineers to resolve potential problems with new installations and construction and the purchase of replacement equipment; estimates and orders required parts, materials and supplies; monitors work of contractors and employees to ensure timely completion of maintenance and repair projects/work orders in accordance with department policies and safety standards; assists with field inspections of work in progress and at completion.
Prepares and maintains detailed documentation and work records, including data on facilities, detail of failures, descriptions of work performed, as-built sketches, blueprints and drawings; maintains electronic maintenance records and requests including work order tracking and lockout/tagout records; requisitions necessary tools, equipment and supplies; schedules and coordinates activities with other sections and departments.
In collaboration with Maintenance Supervisors, ensures adherence to safety procedures and safe work practices; oversees and ensures that employees carry out assigned duties and responsibilities with careful attention to Agency and all other applicable safety regulations.
Operates an Agency vehicle and radio communication equipment; ensures the proper operation and maintenance of equipment and tools of the trade.
Researches new technologies, equipment, work methods and processes; analyzes and recommends new or modified equipment, tools, methods, processes, forms and materials to improve productivity, efficiency and employee safety; educates and trains staff on new and revised approaches, equipment and tools.
Acts in the absence of a Maintenance Supervisor, as assigned.
EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited vocational trade school and at least five years of progressively responsible experience in the design, installation, maintenance and repair of complex electrical systems and process control instrumentation, at least three of which were in a role that requires knowledge of both trades; or an equivalent combination of education, training and experience. Completion of college-level course work is highly desirable.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Within 12 months of appointment and during the course of employment obtain and maintain the following:
CPR and First Aid Certification
Confined Space Certification
Approved and qualified use of Self-Contained Breathing Apparatus (SCBA)
Forklift Certification
In some assignments, the incumbent must possess and maintain one or a combination of the following:
California Class A or B driver's license
Boom Truck Fixed Cab Operator Certification from the National Commission for the Certification of Crane Operators
Weight Master Certificate
Within 12 months of hire or promotion and during the course of employment obtain and maintain:
California Water Environment Association Electrical/Instrumentation Technologist Grade 3 or higher Certification
Within 12 months of hire or promotion and during the course of employment obtain and maintain one of the following:
International Society of Automation (ISA) Certified Control Systems Technician Level 1 Certification
Certified Maintenance Reliability Technician (CMRT) Certification
Certified Maintenance Reliability Professional (CMRP) Certification
Certified Reliability Leader (CRL) Certification
KNOWLEDGE OF:
Advanced practices, methods, techniques, tools and equipment used in the design, installation, testing, calibration, maintenance and repair of electrical systems and automated process control systems and related equipment devices common to a large wastewater and water system.
Practices, documents and terminology used in root cause analysis and the performance of all preventive/predictive maintenance on the electrical and process control instrumentation (thermography, infrared, lube oil, motor circuit analysis and other predictive maintenance tools), equipment and systems used in wastewater and water utility infrastructure.
Working knowledge of business systems software.
Uses and programming of Supervisory Control and Data Acquisition (SCADA) control instrumentation.
Local, state and federal laws/regulations, Agency ordinances, codes, procedures and practices regarding area of assignment.
Safety policies, procedures and safe work practices applicable to assignment including OSHA regulations, confined-space entry, arc flash safety, lockout/tagout procedures and National Fire Protection Association (NFPA) rules.
Applicable federal and state laws, rules and regulations.
Basic principles and practices of employee supervision.

Agency human resources policies and labor contract provisions.
ABILITY TO:
Assign and inspect the work of Electrical and Instrument Technicians and other maintenance workers.
