What You'll Do in This Position

Provide management, leadership, and planning of engineering procurement, and construction of multiple moderately complex multimillion dollar National Nuclear Security Administration (NNSA) project. Projects managed at this level will typically be less in scope, complexity, and cost as those managed by the Senior Project Manager - PMCS.

Manage established project costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines. Establish baseline schedules and costs for the current work year plan, annual operating plan and five year budget baseline for assigned projects. Develop Life Cycle scope, cost and schedule estimates for projects consistent wit DOE funding guidance and project scope. Ensure projects are managed in accordance with site Project Management procedures, policies and DOE Order requirements and regulations.

Manage professional and nonexempt employees to include career development, motivation, performance review, and salary administration. Utilize input from PMCS Area Project Managers and plan staff and develop annual manpower forecasts, salary forecasts, and personnel evaluations.

Provide concise and accurate oral and written presentations to internal and external customers regarding project implementation plans, status, changes and new approaches, including complex technical, organizational and financial issues.

Conduct considerably complex analysis of problems involving numerous engineering disciplines. Develop innovative alternative action strategies enabling the early achievement of milestones. Perform risk analyses and provide decision authority for defining and approving corrective actions mmd establishing priorities.

Manage project efforts to ensure project progress is within schedule, cost technical, environmental, and legal baseline. Ensure timely submittal of all required progress and status reports.

Other duties to include:
* Assisting in management and coordination of activities among all project functions and engineering disciplines in accordance with the established project baseline
* Coordinating efforts of technical disciplines, vendors to ensure integrated and complete designs that meet project requirements
* Supporting creation and coordination of project plans and schedules, and monitoring activities, progress, and milestones against the plans
* Supporting creation and coordination of project effort hours, and cost estimates and budgets, and monitor progress and cost performance against these

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Desire

Bachelor of science degree preferred.
Project team related experience and management desirable.
Ability to apply and integrate the latest business principles and methods necessary to manage all phases/aspects of projects including planning, design, procurement, scheduling, cost/budget control, construction and startup. Detailed knowledge of site Project Management procedures, policies and application of DOE Orders and Industry Regulations.

* Experience in engineering, procurement, fabrication, and construction (EPFC) industry including the performance of functional tasks on projects with a basic understanding of procedures and interfaces
* Experience utilizing Earned Value Management
* Analytical approach to problem solving and identifying potential solutions
* Technical writing skills
* Basic computer and software skills to include the use of word processing, email, spreadsheets, electronic presentations, and project management tools.
* Certification in project management suggested, for example Project Management Professional (PMP)
