compliance with local, state, and federal discharge requirements and monitoring pollutant concentrations in the industrial dischargers to protect Agency facilities, and the Agency's recycled water, groundwater recharge and biosolids programs.

Probationary Period: 12 months
Under general direction, plans, organizes, schedules, supervises and reviews the work of the Pretreatment and Source Control Inspection group responsible for administering the Agency's pretreatment program ensuring compliance with local, state, and federal discharge requirements and monitoring pollutant concentrations in the industrial dischargers to protect Agency facilities, and the Agency's recycled water, groundwater recharge and biosolids programs; assists in the development of policies and procedures to ensure the Agency's compliance with all federal, state and local pretreatment regulations and program requirements, oversees and assists in the development of multi-jurisdictional pretreatment agreements, capacity contracts and ordinances to ensure compliance with state and federal standards; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
A Pretreatment & Source Control Supervisor is responsible for supervising staff engaged in the monitoring, and enforcement of permitted industrial users in the Agency's pretreatment program. The classification requires advanced levels of professional training/experience and certification as a California Water Environment Association (CWEA) Environmental Compliance Inspector Grade III initially, and a Grade IV within one year of appointment. Duties and responsibilities are broad in scope and are carried out with considerable independence within the framework of established policies, procedures, and guidelines. Work and results are reviewed through management review, inspection and analysis of records, reports, and program performance. Work involves significant accountability and independent decision-making responsibilities requiring the exercise of independent judgment and initiative in achieving results and coordinating the work with other Agency departments and external industries and other agencies.
Employees in this class typically report to the Manager of Environmental Services and supervise the work of Pretreatment and Source Control Inspectors.
The Pretreatment and Source Control Supervisor is distinguished from the Manager of Environmental Services in the incumbents in the latter class has management responsibilities for the full Environmental Services Unit and has broader financial planning, recordkeeping, and administration duties.

Plans, assigns, schedules, supervises and evaluates the work of assigned staff; with staff, develops, implements and monitors work plans to achieve assigned unit objectives; provides input to the annual budget; makes purchases and other expenditures in accordance with Agency procedures and monitors performance against the annual budget; participates in developing, implementing and evaluating plans, processes and procedures to achieve established goals and objectives in accordance with department standards; prepares and maintains a variety of records and reports.
Interviews and participates in selecting new group, unit, and/or department staff; establishes performance requirements and personal development targets; regularly monitors performance and provides training, coaching and mentoring for performance improvement; recommends performance recognition when warranted; with management concurrence, implements the progressive discipline process to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.
Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the group's, unit's, department's, and Agency's mission, objectives and values regarding teamwork, mutual trust and respect; applies best practices and quality assurance processes to assigned areas of responsibility; enforces the maintenance of safe working conditions and ensures safe work practices are followed by staff.
Supervises, plans, prioritizes, assigns, inspects, and participates in the work of assigned staff responsible for activities that ensure regulatory compliance of industrial pretreatment programs across the Agency service area consistent with the Regional Wastewater Ordinance, Regional Sewage Service Ordinance or Regional Sewage Service Contract; develops and implements plans and procedures to maintain regulatory compliance; directs the inspection, monitoring and enforcement of wastewater discharge permits from all Agency customers for three collection systems for reclaimable and non-reclaimable wastewater.
Selects appropriate level of enforcement action and conducts Compliance Hearings with non-compliant industries, determines penalty amount, coordinates with the Manager of Environmental Services to communicate with Regional Water Quality Control Board (RWQCB) to discuss findings or recommendations, and responds to RWQCB and environmental Protection Agency (EPA) audits.
Process industrial wastewater discharge permit applications for new and existing industries to establish pretreatment requirements and effluent discharge limits for industry and other point sources discharges; writes discharge permits along with associated fact sheets and monitoring requirements; and performs customer service function related to discharge permits.
Acts as Agency liaison for the pretreatment and source control program with member agencies, industrial and commercial facilities and regulating entities; responds to and resolves complex and controversial issues; provides detailed technical information; performs public outreach programs; presents and participates in meetings of other agency, governmental and community commissions, boards and committees.
Assists in the negotiation of revised wastewater disposal agreements with Los Angeles County Sanitation Districts for the use of Non-Reclaimable Wastewater System (NRWS) and assists in the allocation of Capacity Rights Agreements with NRWS customers; monitors and assesses billing for the non-reclaimable system and Brine Line.
Directs and prepares the completion of a variety of mandated reports for submission to regulatory agencies including monthly, quarterly and annual Pretreatment Program reports for the NRWS, Brine Line and Regional Wastewater Systems; reviews all inspection reports, draft permits, toxic organic management plans, slug discharge control plans and letters prepared by Agency inspection and engineering staff prior to submission or delivery; prepares audit reports.
Assists Manager of Environmental Services and Manager of Facilities and Wastewater System Programs Operation in responding, investigating, reporting and remediation of non-compliance occurrences such as recycled water release and sanitary sewer overflow.
Prepares and coordinates a variety of work reports and records; attends meetings; schedules and maintains mandatory training records for section staff; represents the section/department with other divisions, departments, utilities, and agencies.
Plans, organizes and directs special projects across a wide range of issues, as assigned.

QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a degree in chemistry, biology, engineering, environmental science or wastewater treatment operations, business or public administration, and at least six years of progressively responsible environmental compliance and pretreatment and source control program management or inspection experience, at least two of which were at a lead or supervisory level; or an equivalent combination of education, training and experience.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Annual certification for CPR, First Aid, HAZWOPER First Responder per OSHA requirements are required at time of appointment and during the course of employment.
A Grade III California Water Environment Association Environmental Compliance Inspector certificate is required, and a Grade IV is required within one year of appointment.
