Position Title:Admin Director 340B Pharmacy Program- University of Oklahoma Medical Center Department:Pharmacy Job Description:

General Description:

Under general direction by the Chief Pharmacy Officer, the Director of 340B Drug Pricing Program will provide system leadership for all OU Health Pharmacy entities and is responsible for planning, coordinating and maintaining OU Health's 340B program with federal, state and local standards.

Essential Responsibilities:

  • Responsible for OU Health's 340B program for all locations.
  • Leads the OU Health's 340B oversight team, which will include representation from pharmacy, legal, compliance, finance, and senior administration.
  • Manages the 340B split billing software and ensures the mixed use pharmacies are being monitored for diversion through the routine auditing of medication records
  • Develops a thorough understanding of the split billing software and its functions
  • Reviews and monitors all points of service where 340B participation occurs to ensure policy and procedure compliance, covered entity eligibility, and "covered patient" eligibility.
  • Responsible for managing and troubleshooting pharmacy billing issues and ensuring that adequate systems checks are reviewed to prevent billing issues.
  • Monitors utilization records and 340B purchasing accounts to ensure that software or tools are working properly and accurately.
  • Evaluates patient eligibility for qualified and non-qualified patients in hospital-based mixed-use areas and clinics by reviewing patient medical records, insurance plans, and hospital status.
  • Monitors 340B compliance within workflow process.
  • Ensures compliances with all aspects of the 340B Program and implements all applicable aspects of Health Resources and Services Administration's (HRSA) Office of Pharmacy Affairs guidance, as well as organizational policies and procedures.
  • Assists in providing the tools necessary to be compliant with the 340B Program.
  • Evaluates covered entity compliance at the contract pharmacy, covered entity, and wholesaler levels.
  • Prepares and assists in the monitoring and various tracking and reporting measurements to ensure compliance with the program. Ensures data integrity within reports.
  • Ensures that reporting meets organizational, regional, national, state, and federal requirements/guidelines.
  • Stays informed regarding new & revised regulatory standards; develops communication and action plans to ensure compliance.
  • Independently develops system-wide communication(s) to educate staff with regard to 340B compliance readiness efforts.
  • Coordinates 340B compliance programs for orientation, mandatory education and other education as required by applicable regulations.

Minimum Qualifications:

Education: Bachelor's degree required. MBA and/or Doctor of Pharmacy Degree preferred. An equivalent amount of education and experience may be substituted for minimum educational requirements.

Experience: Six (6) years of professional work experience, including at least two (2) years of experience in regulatory 340B compliance in a management, supervisory, lead, or project management role.

Licensure/Certifications/Registrations: 340B University Certification Required. 340B ACE Certification required within twelve (12) months of starting role.

Knowledge, Skills and Abilities:

Knowledge of federal, state and local regulatory compliance standards related to healthcare, including the regulations of The Joint Commission. Thorough knowledge of health information and hospital systems and processes. Excellent organization skills. Effective written and oral communication skills to include negotiation skills. Ability to analyze, assemble, prepare and present data at all levels throughout the organization. Skill in establishing and maintaining effective working relationships across the continuum. Ability to prioritize workload and respond to variability based on organizational needs. Excellent computer skills to include Word, PowerPoint, Excel and Visio.
