Description

The Bay Area Air Quality Management District (District) is a regional government agency, committed to achieving clean air to protect the public's health, the environment and the global climate. The District accomplishes this goal through regulation of industrial facilities, regional planning efforts and various outreach and incentive programs designed to encourage clean air choices.

The District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.

The District is currently conducting an open recruitment for the position of Manager in the Engineering Division. This is a full-time, exempt, management position. There is one (1) vacancy.

DEFINITION

Under administrative direction, performs mid-level management duties with responsibility for a section, program or defined functional area; and performs related work as assigned.
Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.

DISTINGUISHING CHARACTERISTICS

Incumbents in this class assume responsibility for one or more section(s), programs or functional areas. Incumbents make decisions which typically involve program planning and directing, as well as, organizing new and future resource needs.
Manager is distinguished from Director/Officer in that the latter has overall managerial responsibility for multiple sections or functional areas of a division. This class is further distinguished from Assistant Manager in that the latter has responsibility for one or more programs or functional areas and responsibility overseeing complex, diverse programs or services.

About the Position

The Engineering Division reviews permit applications for new and modified equipment and ensures that proposed projects will comply with all applicable Air District, state, and federal air quality regulations and New Source Review requirements. Engineering staff also prepare federal Title V operating permits for major facilities, approve emission inventories, and renew annual operating permits.

Under administrative direction, the position plans, organizes, supervises, reviews and evaluates the engineering staff and activities of an assigned section; performs related work as assigned.

The Manager of the Risk Assessment and Reduction Section is responsible for accomplishing section goals and objectives and for furthering District goals and objectives. The Manager will be responsible for implementing the following programs:

  • Health Risk Assessments for New Source Review
  • Rule development and support for Toxics New Source Review (Rule 2-5)
  • Implementation of Rule 11-18 Reduction of Risk from Air Toxic Emissions at Existing Facilities
  • Implementation of the state's Assembly Bill 2588 Air Toxics "Hot Spots"
  • Development of toxic inventory for stationary sources
  • Evaluating toxics and health risks from stationary sources
  • Communicating health risks

Develops and implements goals, objectives, policies, procedures and work standards for an engineering section.

Organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects and trains staff and provides for their technical and professional development.

Performs quality control review and evaluation of all engineering work done in the section.

Analyzes issues, prepares and presents reports and recommendations regarding technical and policy issues to the Board and various committees and other groups.

Confers with Board of Directors and District management and staff on air quality engineering and related matters.

Interfaces with local, state and federal agencies and the public regarding environmental engineering and related issues.

Negotiates and arbitrates complex, technical issues with representatives of industry and other agencies.

Maintains currency on new developments and technologies in air quality control.

Prepares clear and concise reports, correspondence and other written materials.

May testify on behalf of the District.

Prepares and monitors the section's annual budget.

Directs the maintenance of and maintains accurate records.


Coordinates computer inter-facing activities within the Division and the District.

Minimum Qualifications

Education and Experience:

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four (4) year college or university with major coursework in a job related field and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level. Some positions may require specialized training, education and experience.

Desirable Qualifications/Skills

  • Good understanding of toxics, health risks, and risk communication.
  • Technical knowledge of stationary sources, emissions, and control.
  • Team player who can establish and maintain effective working relationships with other divisions in the agency, permitted facilities, and the members of the community.
  • Excellent public speaking skills with the ability to develop and deliver technical information in an accessible manner.
