JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Office of Physical Plant is accepting applications for a Utilities Services Manager to join our team.

The Utilities Services Manager oversees the safe, reliable, and efficient operation and maintenance of utility services, plants, and distribution systems. Manager responsibilities include determining efficient and economic ways to manage operations; developing and prioritizing maintenance programs; collaborating on long-term capital renewal projects; developing utility service specifications and assisting with contract procurement; ensuring job specifications, regulatory, and bargaining unit compliance; providing technical expertise and consultation; developing and administering budgets, guidelines, rules, policies, procedures; organizing a workforce; participating in grievance and arbitration proceedings.

Responsibilities:

  • Oversee the safe, reliable, and efficient operation and maintenance of utility services, plants, and distribution systems including electricity, steam, natural gas, compressed air, chilled water, potable water, wastewater, and stormwater, etc.; investigate failures, determine causes, and implement solutions; prepare maintenance, operation, and safety evaluation reports

  • Identify, develop, and prioritize annual preventive maintenance programs; provide technical direction for long-term capital renewal projects

  • Develop fuel bid, waste disposal, and other utility service specifications; assist in contract procurement; ensure contract compliance

  • Conduct site visits; ensure job specifications and regulatory requirements are met; oversee compliance inspections

  • Ensure a safe work environment; participate in emergency planning and response; oversee accident investigations; seek and implement improvement opportunities

  • Provide technical expertise and consultation; confer and coordinate with government agencies, vendors, contractors, engineers, planners, etc.; advise senior management of issues requiring attention

  • Review, manage, and promote sustainability efforts

  • Forecast, develop, and administer budgets; study data to determine efficient and cost-effective ways to manage operations; implement cost containment measures; develop new and maximize existing revenue sources; research and requisition equipment, material, and supplies

  • Keep abreast of industry trends and regulatory requirements; develop operational changes, policies, and procedures; establish and communicate standards; manage regulatory and policy compliance including licensing, certifications, and training

  • Develop, implement, communicate, and enforce guidelines, rules, policies, and procedures

  • Organize workforce; hire, train, coach, supervise, schedule, and evaluate employees; coordinate professional development opportunities

  • Adhere to Collective Bargaining Agreement provisions; participate in grievance/arbitration proceedings

Education and Experience:

This position requires a bachelor's degree plus eight years of experience, including three or more years of supervisory experience, or an equivalent combination of education and experience.

Background Check:This position requires that you operate a motor vehicle as part of your job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:

$86,300.00 - $129,500.00
