Program Analyst I Basic Function Provides contractual, financial, proposal and administrative support to Portfolio Directors and Program Managers performing work on federal and commercial contracts. Nature and Scope This position reports to a Portfolio Director in the Defense or Health customer groups and supports program management by monitoring ongoing project metrics such as financial performance progress analysis and monthly reporting. Supports proposals and pricing efforts led by the customer groups. Serves as liaison with project-focused administrative functions to ensure compliance with MRIGlobal policy and procedures. Good judgment, professionalism and a high degree of integrity are required to handle confidential projects and staff-related information and/or situations. Essential Functions Prepares analyses and contract specific financial reports of actual performance relative to contract requirements, budgets, and cost estimates; prepares monthly reports, financial tracking and miscellaneous administrative activities for assorted projects and programs; monitors the organization and maintenance of project files.
- Analyzes financial and contractual status of contracts and deliverables; helps resolve financial and contractual issues; identifies potential contractual financial issues by reviewing contract and work assignment language, terms, and conditions; summarizes issues and presents options for program and/or line managers.
- Supports the development of project schedules and execution metrics such as earned value management.
- Prepares proposal and project budgets, WBS, and contract/project close-out procedures.
- Organizes start-up and close-out work assignments/contracts, project kick-off meetings, assigns charge numbers and reconciles incurred expenses.
- Ensures project labor and other direct costs are allocated to appropriate accounting cost codes and helps conduct internal program audits and charges where requested.
- Assists with Subcontractor management on larger programs, including but not limited to reviewing subcontractor budgets, invoices, and subcontractor financial reports/spend plans.
- Coordinate with the Property Manager to ensure appropriate forms are processed for government reporting requirements.
- Assists with Sales Force entries and maintenance and pipeline analysis.
- Assists Associate/Assistant Directors with tracking success factors for the fiscal year.
- Plans, organizes, prioritizes, and coordinates completion of deployment requirements including administrative, medical, security, training, and travel, for short-and long-term deployment personnel, in support of the client and MRIGlobal Program Manager; provides 24/7 support related to deploying staff.
- Interact with client and other client contractors, government agencies, foreign governments, and embassies. Works closely with service providers, including MRIGlobal internal support services and external medical clinics and travel document couriers to ensure successful completion of all pre-deployment requirements.

- Ability to complete a project from inception to implementation, handle multiple tasks simultaneously with changing priorities and work under pressure within stringent deadlines and constraints.
- Proficient information system, Microsoft Office Excel, Word and PowerPoint skills and the ability to learn new software/systems such as MS Project.
- General understanding of profit and loss analysis with demonstrated analytical skills
- Ability to obtain and maintain a security clearance. Exhibits the highest degree of professionalism and sensitivity with all confidential information.
Minimum Qualifications Associate degree or equivalent from a two-year college or technical school with a minimum of 5 years directly related experience or training; High School diploma or equivalent plus 8 years of directly related experience. Experience may be substituted for degree. Preferred qualifications Bachelor's degree in accounting, finance, business administration areas and/ or CPA or MBA, experience working within a government contracting organization and/or working with financial systems (Costpoint and IBM Cognos) is a plus Salary Range: $62,566 - $78,200
