Posting Summary |
Rutgers, The State University of New Jersey is seeking an Associate Controller, Cost Analysis, Reporting, & Capital Equipment Management. Reporting to the University Controller, the Associate Controller, Cost Analysis, Reporting, & Capital Equipment Management, a key member of University Finance and Administration and the University Controller's Office, is responsible for providing university-wide leadership and broad strategic oversight of cost analysis and compliance to assist the University's academic leadership, administrative management in the efficient and effective monitoring, management, and control of the financial resources of the university.
'Among the key duties of this position are the following:
- Enhances systems and develops best practices to support the education, health care and research missions of the University, while ensuring high standards of compliance with federal, state and local regulations.
- Leads an office committed to improving processes and to providing outstanding service in an increasingly complex and demanding regulatory environment.
- Provides overall leadership and sets the strategic direction and execution for cost analysis activities.
- Manages the development and preparation of the Facilities and Administrative (F&A) and Fringe Benefit rate proposals to ensure the maximum allowable rate for the University for base years and projection periods.
- Coordinates the preparation, submission, audit, and negotiation of the F&A and Fringe Benefit rate proposals and works with and collaborates with the Institutional Planning & Operations (IP&O), Office of Research (OfR), the University Budget Office (UBO) and other University offices.
- Manages the professional analysis staff in support of the F&A and Fringe Benefit rate proposal development and preparation.
- Monitors the effective rate of F&A recoveries and lead process improvement efforts.
- Implements and monitors financial guidelines for existing and proposed Service Centers/Core Facilities to ensure compliance with campus, state and federal regulations.
- Analyzes and approves rate analyses submitted for Recharge, Service Center/Core Facilities, and Specialized Service Facilities (SSF).
- Recommends and implements programs to monitor and evaluate University accounting policies and procedures to ensure compliance with Title 2 CFR 200 and Cost Accounting Standards pronouncements. Serves as a resource and works closely with units to ensure compliance with financial regulatory requirements.
- Oversees federal audit reviews and, as necessary, revisions to the Cost Accounting Standards DS-2 Disclosure Statement.
- Responds to inquiries from the U.S. Department of Health and Human Services (DHHS) & other external sponsoring agencies on F&A and Fringe Benefits rates, financial survey data, and Service Center/Core Facility activities.
- Develops strategic initiatives to increase Federal costing policy awareness within the University and ensures compliance through development of policies and procedures and coordination of training.
- Conducts and supervises high level financial and statistical data analysis to create reports; ensures the maintenance of historical data and develops improvements to internal & external reporting procedures.

Qualifications
Minimum Education and Experience |
- Requires a bachelor's degree in accounting, finance, business administration, or related field; and ten years of related professional experience in a financial/accounting function in a leadership or managerial role of increasing responsibility.

Required Knowledge, Skills, and Abilities |
- Requires skills in planning and organizing, integrating information, making decisions, and attaining results; excellent communication skills and computer literacy.
- Participation in or management of both F&A rate and fringe benefit rate proposals.
- Thorough knowledge of Title 2 CFR 200 "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards".
- Knowledge of and familiarity with grants development process and Federal agency policies (i.e., NIH, DHHS, NSF, etc.).
- Experience in managing the work of professional accounting staff.
