Overview

We are seeking a detail-oriented and experienced Billing and Accounts Receivable (AR) Specialist to join our Accounting team. Reporting directly to the Director of Finance, this role is crucial in managing the billing processes and AR for our government contracts, prime contractor relationships, and vendor interactions. The ideal candidate will have a strong background in financial and accounting operations, particularly in the government contracting sector.

Responsibilities

Key Billing Responsibilities:

    Prepare and process accurate and timely invoices for government contracts, prime contractors, and subcontractors.
  • Manage accounts receivable, including tracking payments and following up on overdue accounts.
  • Ensure compliance with government billing regulations and contract terms.
  • Collaborate with project managers and project control analysts to gather necessary information for billing accuracy.
  • Reconcile billing discrepancies and resolve invoice-related issues promptly.
  • Maintain detailed records of all billing activities and transactions.
  • Generate and analyze billing reports to support financial decision-making.
  • Assist in month-end and year-end closing processes related to billing and accounts receivable.
  • Coordinate with other departments to ensure all billable items are captured and processed correctly.
  • Stay updated on changes in government contracting regulations and billing procedures.

Key Accounts Receivable Responsibilities:

  • Handle customer payments and monitor various account statuses as a primary duty, ensuring timely processing and accurate record-keeping.
  • Manage and reconcile incoming payments from government agencies, prime contractors, and vendors, maintaining detailed records of all transactions.
  • Regularly review and update account statuses, identifying and addressing any discrepancies or issues promptly.
  • Prepare and send invoices to government agencies, prime contractors, and vendors in a timely manner.
  • Communicate with clients, government agencies, and prime contractors regarding payment status, account balances, and resolve any discrepancies.
  • Initiate and manage the collections process for overdue accounts, including sending reminders and negotiating payment plans when necessary.
  • Generate and analyze accounts receivable reports, providing insights on cash flow and potential risks to management.
  • Collaborate with other departments to ensure compliance with government contracting regulations and Cost Accounting Standards (CAS).
  • Assist in month-end and year-end closing procedures, including account reconciliations and financial reporting.
  • Support internal and external audits by providing necessary documentation and explanations related to accounts receivable.


Qualifications

Required

  • An associate's degree in Accounting, Finance or related field, 3-5 years' related experience is acceptable in lieu of a degree
  • Minimum of 3-5 years of experience in billing, preferably in government contracting or similar industry
  • Proficiency in accounting software and Microsoft Office Suite, especially Excel
  • Strong understanding of billing procedures and regulations
  • Excellent attention to detail and high degree of accuracy
  • Strong analytical and problem-solving skills
  • Ability to meet deadlines and manage multiple priorities

Preferred

  • Experience with Defense Contract Audit Agency (DCAA) compliance
  • Familiarity with FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement)
  • Knowledge of ERP systems, preferably those used in government contracting
  • Certification in accounting or billing (e.g., CPA, CPB)
  • Skills and Attributes

  • Discretion in handling confidential financial information
  • Adaptability to changing regulations and business needs
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
  • Salary range:$ 51-74k (The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience and in consideration of internal parity.)
