Responsibilities

Empower AI: As the Workforce and Talent Management SME, oversees the management and development of program staff members, ensuring they have the necessary skills and capabilities to effectively support customer missions and drive continuous improvement. Focuses on attracting, developing, and retaining the best talent. Identifies, manages, and continually optimizes the employee journey for all staff members, whether they are permanent, temporary, or part of a partner or supplier's staff working within the program.

Highlights of Responsibilities:

    Assists with Workforce Planning by identifying current and future staffing needs, forecasting skill gaps, and developing strategies to recruit and retain qualified personnel
  • Manages Talent Acquisition for the program by managing the recruitment process, including job postings, candidate screening, and interviews, ensuring alignment with ITIL standards
  • Assists with Performance Management by helping set clear performance expectations for the program staff
  • Assists with Learning and Development by recommending training programs to upskill the workforce on new technologies, industry trends, and ITIL best practices.
  • Supports Career Development by creating career progression paths for staff members
  • Manages Employee Engagement initiatives in order to foster a positive work culture within the team, promoting employee wellbeing, and addressing concerns to improve retention rates.
  • Provides Metrics and Reporting, tracking key workforce metrics like employee turnover, skill gaps, and training completion rates to measure the effectiveness of talent management strategies.
  • Leads the Program Resource Review Committee (PRRC)
  • Reviews staffing requirements and works with assigned recruiters to develop job requisitions
  • Reviews resumes, screens and routes resumes to appropriate manager
  • Arranges management and technical interviews
  • Assists managers in following appropriate interviewing and hiring procedures
  • Facilitates hiring of qualified candidates
  • Supports onboarding of new hires and out-processing of departing staff members
  • Maintains business relationships with outside organizations (e.g., Arizona at Work, Transition Assistance Program (TAP) offices, and the Microsoft Software & Systems Academy (MSSA)
  • Performs other administrative duties as assigned


Qualifications

Minimum Requirements:

  • Secret security clearance
  • Bachelor's degree
  • 7-12 years of management experience
  • Knowledge in Microsoft Office tools, including Word, Excel, Teams, Project, and PowerPoint.

Preferred Qualifications:

  • Information Technology Information Library (ITIL) Foundation certification or higher
  • Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certified
  • DoD Cyber Workforce Framework (DCWF) IT Project Manager qualified (DCWF 802)
  • GSEC or Security+ certified, or higher
  • Experience supporting Army Information Technology programs

Physical Requirements:

  • Sitting for long periods
  • Standing for long periods
  • Ambulate throughout an office
  • Ambulate between several buildings
  • Stoop, kneel, crouch, or crawl as required
  • Travel by land or air transportation 10% or less
