AVP of Benefits - Health & Welfare holds a key role in the management and operational oversight of health and welfare programs offered by Thomas Jefferson University, Jefferson Health, and Jefferson Health Plans. The AVP of Benefits - Health & Welfare is responsible for ensuring that Jefferson's health and welfare programs adhere to legal requirements, are consistent with Jefferson values, and advance Jefferson's ability to attract and retain talent.

Job Description

  • Interacts with co-workers, visitors, and other staff consistent with the values of Jefferson.
  • Serves as a subject matter expert, providing strategic direction and thought leadership regarding best practices and market trends in employee health and welfare programs; analyzes trends in benefits offerings to recommend program changes that are cost-effective, competitive, enhance Jefferson's ability to attract and retain talent, and align to Jefferson's strategic objectives.
  • Continuously evaluates the effectiveness of benefits programs and identify areas for improvement and cost-savings opportunities; manages and supervises vendors to ensure effective, compliant, and fiscally responsible program operations.
  • Support leadership in the development and management of the annual Enterprise benefits budget, ensuring that spending aligns with organizational goals and budgetary constraints; provide data-driven recommendations to senior leadership on benefits program costs, cost containment strategies, and potential savings opportunities.
  • Leads a team of HR professionals whose primary function is the day-to-day administration of Jefferson's health and welfare programs, providing mentoring, coaching, training, support, and guidance to enhance program delivery and support colleague growth and development and encourage excellent performance; provides excellent customer service by troubleshooting and handling escalated concerns and problems regarding health and welfare programs; leads the development of benefits communication strategies to effectively educate employees regarding health and welfare benefits offerings.
  • Ensures that health and welfare benefits programs comply with all legal and regulatory requirements and manages the preparation and submission of required compliance reports, including 5500 filings.
  • Maintains collaborative relationships at all levels of the organization; challenges the status quo and encourages innovative ideas and new ways of doing things; addresses difficult issues.
  • Subject matter expertise - deep knowledge of health and welfare benefits programs, including health insurance, life and disability benefits, and other employee benefits. Strong understanding of regulatory requirements (e.g., ACA, ERISA, HIPAA, COBRA) and experience in compliance-related activities.
  • Leadership - strong leadership abilities with experience managing and developing teams; applies organizational acumen to identify and maintain focus on key success factors for the organization; excellent communication and interpersonal skills, with the ability to present complex information to diverse audiences.
  • Strategic and Analytical Thinking - highly analytical, with the ability to use data to drive decisions and improvements in benefits programs; demonstrated problem-solving skills and the ability to navigate complex issues related to benefits administration.
  • Budgeting - proven ability to manage budgets, negotiate with vendors, and drive cost-effective benefit solutions.
  • Organizational Change Management - Ability to manage the successful and smooth transition from current to desired culture, practices, structure, and overall organizational environment.
  • Project Management - Ability to plan, organize, monitor, and control projects, ensuring efficient utilization of technical and administrative resources to achieve project objectives and increase individual and organizational effectiveness.

Education and Experience:

Bachelor's Degree in Human Resources, Business, or related field. Master's Degree in Human Resources, Business, or related field is strongly preferred.

10 + benefits management, with at least 5 years in a leadership role overseeing health and welfare benefits.
