Work Schedule

The standard work schedule will be Monday - Thursday 8:00am - 5:00pm and/or 9:00am - 6:00pm, Friday 8:00am - 5:00pm during the Academic Year.

7:00am - 6:00pm during the Summer Months

This position offers remote work allowing employees a combination of onsite and work from home options. The expected remote work schedule for this position will be based upon the needs of the department.

Job Summary

The Student Services Director-Financial Aid serves as the chief administrator for the Rio Salado Community College Financial Aid office and is responsible for the administration of an established financial aid program consisting of federal, state, and institutional funds that adheres to regulations with integrity, while upholding the mission and vision of Rio Salado College. The Director-Financial Aid supervises the approval requests for all programs; and establishes policies and procedures for the administration of all financial aid programs.

The Student Services Director-Financial Aid provides leadership for all aspects of the Financial Aid Department. The Director is responsible for directing, coordinating, supporting, supervising, and overseeing all aspects of the financial aid operations under the direction of the Dean of Student Affairs.

Essential Functions

25% - Compliance and Awarding: Ensures that the college has exception-free audits and program reviews by remaining current on all federal and state laws and regulations that pertain to the programs administered by the financial aid office, implements and/or modifies office procedures to comply with those laws and regulations, makes certain that all required reports are prepared accurately and in a timely manner, and serves as a liaison to the financial aid audit team. Ensures that students are informed about their eligibility for financial aid by directing a system for collecting and evaluating applications, and for the timely and effective awarding of all types of financial aid. Ensures that students and parents are well informed about the availability of financial aid by directing a program of outreach which includes written materials, website information, and workshops. Helps to ensure that operations funds are spent properly by preparing and administering the budgets for Financial Aid, and the various scholarship accounts
25% - Leadership: Contributes to the accomplishment of the enrollment management objectives of the college by recommending data-driven financial aid strategies within the framework of federal and state regulations that are consistent with those objectives and by administering financial aid, scholarships, and student federal work study employment programs that support student recruitment and retention. Develops a competent, productive and effective departmental staff by hiring, training, and supervising full-time board approved staff, temporary staff, and student employees both directly and through delegation
25% - Supervision: Maintains open and effective communication among all supervised areas through the use of staff meetings, ad hoc meetings, email, and one-on-one meetings with employees. Facilitates a work environment that encourages knowledge of, and development of skills for staff to properly administer financial aid programs. Ensures staff remains competent and current on federal, state, and MCCCD regulations with structured training, attending professional development courses, and professional reading. Ensures student satisfaction through delivery of quality student service in all aspects of the administration of financial aid.
15% - Reporting and Reconciliation: Ensures all financial aid programs are properly reconciled monthly, quarterly, and yearly. Completes the college's Program Participation Agreement. Completes annual FISAP report
10% - Liaison: Ensures that the college community has an understanding of and appreciation for the work accomplished by the financial aid office by representing the department on various college committees, developing collaborative relationships with educational liaisons and agencies. Represents the college in local, state, and national professional organizations and establish collaborative relationships and processes with the Maricopa County Community College District Office. Contributes to the overall success of the financial aid office by performing all other duties as assigned by the Dean of Student Services

Minimum Qualifications

Master's Degree from a regionally accredited institution in education, business administration, public administration or related field and four years of related experience that includes two years of management and supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. National Association Student Financial Aid Administrators (NASFAA) Certified Financial Aid Administrator
B. Five (5) or more years experience as a Director, Associate Director, or Assistant Director of a program of similar complexity and scope in an institution of higher education
C. Five (5) or more years' experience providing supervision, personnel management, administering special programs/budgeting and providing fiscal oversight of a financial aid department in an institution of higher education
D. Five (5) or more years' experience administering state and federal (Title IV) financial aid, financial assistance programs, and scholarship programs. Experience interpreting and ensuring compliance with federal, state, local, and institutional financial aid regulations, laws, and policies. Experience ensuring compliance with enrollment reporting.
E. Proficient with student information systems such as PeopleSoft Campus Solutions and Microsoft Office Applications including but not limited to Excel, Word, and PowerPoint.

Special Working Conditions

Applicants must be in good standing with all U.S. Department of Education Federal Student Aid programs and eligible to access federal websites required to perform job duties. MCCCD does not sponsor individuals for any type of work visas. Travel to campus during interview/selection process will be at candidate's own expense. Required to travel district-wide between District and college locations. May require evenings or weekends. May require prolonged viewing of the computer screen. May be required to lift or carry up to 25 lbs.
