ABOUT THE POSITION

Water Resources Director | Richmond, VA

Are you a skilled Water Resources Director with a passion for solving complex hydraulic and hydrology challenges? VHB's I-64 team is expanding, and we're looking for an experienced team leader to bring innovative, cost-effective, and sustainable solutions to our clients. This position offers a hybrid work schedule from our Richmond, VA location.

In this role, you'll have the opportunity to work on diverse projects ranging from site-specific developments to large-scale watershed initiatives. Your expertise will help shape solutions for stormwater management, MS4 compliance, transportation drainage, green infrastructure, BMP retrofits, and flood mitigation.

Applicants should be experienced in designing studies, analyzing data, modeling, and preparing reports and local, state, and federal environmental permit applications within their water resources discipline. In addition to contributing to high-profile transportation, private development, and environmental/natural resource projects, the Water Resources Director will also lead business development efforts and the management and mentoring of water resources staff.

Responsibilities

    Lead and oversee multi-disciplinary projects with hydrologic, hydraulic, or water quality focus, including interaction with staff and clients
  • Conduct hydrologic and hydraulic studies for riverine and coastal environments using current modeling software including: PC SWMM, HEC-HMS, HEC-RAS, HydroCAD, HY-8, SRH-2D/SMS, and others
  • Develop technical reports, design plans, construction documents, and specifications for water resources-related projects
  • Lead construction administration for water resource projects
  • Work with VHB's integrated team to evaluate permit requirements and develop permit applications
  • Identify and pursue new business; lead the development of project proposals, scopes of work, and fee estimates
  • Attend and present at meetings with clients, regulatory agencies, and stakeholders
  • Mentor and expand the technical resources of our staff
  • Perform QC of construction plans and design documents generated by other team members
  • Prepare cost and man-hour estimates, job budgets, and schedules

  • Excellent verbal, written, and interpersonal communication skills
  • Team-oriented with strong capability to motivate others
  • Must be a highly motivated self-starter
  • Must demonstrate superior ability in collaborative problem solving with stakeholders, clients, and teammates

Qualifications

  • BS in civil/environmental engineering or related discipline
  • 11-15+ years of professional water resources engineering and analysis experience required
  • Understanding of hydrologic and hydraulic modeling programs
  • Successful portfolio of project lead pursuits
  • Project management of relevant projects
  • Experience with ArcGIS, AutoCAD and MicroStation
  • Understanding of local, state, and federal permitting
  • PE required
