THOR Solutions is actively seeking an energetic junior-to-mid-level Technical Recruiter to join a full-cycle recruiting team at a rapidly growing defense contractor. The Technical Recruiter will be responsible for facilitating all aspects of the hiring process in accordance with THOR's strategic goals and objectives; engaging directly with THOR's leadership team daily; and integrating immediate and future/contingent hiring across multiple distinct divisions and geographic regions of the organization.

An ideal candidate will have demonstrated success in rapidly identifying highly-qualified personnel for technical and professional support positions in the defense industry, and would have a background with US Coast Guard, Navy, and/or commercial shipbuilding, ship design, or marine engineering efforts or recruiting in support of such efforts.

Typical Responsibilities:
  • Join a team of Recruiters to coordinate and conduct full cycle recruiting & hiring efforts across multiple divisions and geographic locations, supporting a diverse range of DoD, Federal, and commercial customers and sites with technical and non-technical personnel requirements.
  • Work with THOR Recruiting, Operations, and management personnel to analyze staffing requirements, develop position descriptions/job postings, and.
  • Source candidates through multiple standard and non-standard methods. Conduct initial outreach, pre-screening, and initial interview activities through phone, video call, email, text, and in-person methods.
  • Evaluate candidates relative to constraints such as salary, clearance, security, qualifications, and strategic factors, and provide insightful recommendations throughout the hiring process.
  • Facilitate the overall hiring process, coordinate individual process steps, and spearhead candidate communications.
  • Conduct pay and compensation negotiations with candidates. Prepare and route offer letters and other sensitive documents.
  • Support corporate strategic hiring plans and goals, including staffing for upcoming contract proposal efforts and ensuring legal compliance requirements are met at all stages of the hiring process.
  • Represent THOR to candidates, contractors, and government customers. Attend career fairs and public events, participate in industry organizations, and maintain hiring partnerships with outside organizations.
  • Create and contribute to processes, procedures, reports, and metrics pertaining to various aspects of recruiting and hiring.
Location/Schedule:Anticipated to be onsite at a THOR office at least 3 days/week, with remaining time hybrid/"local remote". An ideal candidate will work at THOR's Virginia Beach, VA office. Or, for a candidate with especially strong, relevant experience, working at THOR office in San Diego, CA or Panama City, FL may be considered.

Anticipated Travel: This position is anticipated to require up to 20% travel to CONUS locations. Travel will include visiting other THOR facilities, customer worksites, industry events, career fairs, and other hiring/outreach events.

Typical Physical Activity: Primarily desk/computer work in an office environment, with frequent candidate communication through phone, video call, email, or text. May involve: repetitive motion, speech, vision.

Security Clearance Eligibility Required:This position requires eligibility for a DoD Secret security clearance to allow visits to various DoD/Federal worksites operated by THOR personnel. A qualified candidate must either already possess an active or interim Secret security clearance (preferred);OR be eligible for a Secret security clearance upon hire.

Typical Knowledge, Skills, and Abilities:
  • HS/GED equivalent.
    • An idea candidate will possess additional relevant education/credentials, such as a business, engineering, or technical degree, Recruiting certifications/training, or formal military recruiter training.
  • At least two (2) to three (3) years of recent, relevant technical recruiting experience.
    • Ideal experience will have been obtained in a USCG, Navy, or commercial environment supporting marine/maritime technical efforts such as shipbuilding, ship design, or ship maintenance activities.
  • Robust communication skills throughout various verbal and written communication methods and tools. High level of comfort with initiating communication with candidates of all experience levels and position types, as well as regularly communicating with company leadership of all levels.
  • Experience using an Applicant Tracking System (ATS), common recruiting or HR systems, or candidate sourcing websites such as: JazzHR, ADP, LinkedIn, Indeed, etc.
  • Familiarity with or experience supporting compliance under statutory and regulatory requirements such as Equal Employment Opportunity laws, ADA, FCRA, Fair Labor Standards Act (FLSA), and Service Cost Labor Standards (SCLS)/Service Contract Act (SCA).
  • Advanced proficiency with common productivity tools such as Microsoft Excel, Outlook, Teams, SharePoint, and the full Microsoft Office Suite, and Adobe Acrobat.
  • Strong multi-tasking and organizational skills, and high attention to detail.
