SUMMARY OF DUTIES:

This position is focused on representing all C&S System Office departments as well as C&S stakeholder departments for all capital, regional and signal production projects. Primary duties will be organizing, and managing approved design documentation, asset data, and providing latest approved standards for all projects on behalf of C&S System office. Provide direction to projects with design review comments and other reporting functions related to Communication and Signals projects.

ESSENTIAL FUNCTIONS:

* Supports all capital, regional and signal production projects on behalf of C&S System office through review and coordination of project schedules, coordination of design and construction activity, identification of standard signal material, field inspection of existing and future infrastructure and change/asset management processes
* Works with C&S staff to update C&S Engineering's SharePoint page which hosts published standards and design documentation
* Reviews project submittals for all C&S work and provides design comments and direction
* Lead and/or participate meetings related to maintaining operation of an and planning improvements to C&S infrastructure, required documents, and publish stakeholder documentation such as minutes, reports and comments.
* Works with C&S Signal Standards Manager, Manager PTC to provide direction to projects on behalf of C&S and PTC groups.
* Provides support for signal installation work to ensure that new systems are properly tested before being placed into service, develops and reviews test plans and procedures to ensure that production and division forces complete all necessary testing and documentation, attends field cutovers, and ensure any field changes are documented in as-in-service documentation.
* Supports configuration management process to ensure train control design files, databases, software, etc. are current and properly maintained.

MINIMUM QUALIFICATIONS:

* Bachelor's degree in Engineering with seven years relevant experience or nine years equivalent combination of education, training, and experience.
* Demonstrate experience in design and change management processes, project management, maintenance and construction methods and planning / scheduling.
* Strong working knowledge of railroad operations, construction, and maintenance practices.
* Working knowledge of C&S equipment and infrastructure such PTC systems, interlocking, ABS, crossing and defect detection systems, voice radio systems and network communication systems.
* Knowledge of AMT-2, NORAC/GCOR, AMT-23, AMT-27, RWP, Amtrak Signal Standards along with FRA standards, rules, and regulations.
* Proficiency in Microsoft Office Tools, SharePoint, and Amtrak's Procurement Portal, and can quickly learn and use configuration management and database software applications.
* Prior satisfactory job performance is required.
* Demonstrated experience in communication orally and in writing within and outside of the organization.
* Ability to communicate with field personnel to ensure accuracy of signal system designs on file.
* Knowledge of Amtrak's Procurement processes and requirements
* Ability to shift priorities at short notice
* Ability to organize and plan work
* Analyze situations and problems and provide solutions on short notice
* Ability to function in a stressful environment

PREFERRED QUALIFICATIONS:

* Master's degree in Engineering with nine years relevant experience or thirteen years equivalent combination of education, training, and experience
* Experience in management of C&S design projects and operations management.
* Extensive field knowledge of train control construction and maintenance practices.
* Experience using Bentley Microstation Applications.
* Qualified on NORAC, AMT-2 and RWP

WORK ENVIRONMENT:

* Combination of office and field work. Must be able to work in the field under all weather conditions.
* Travel: (25%).

Must have excellent oral and written communication skills.

The salary/hourly range is $124,600-$161,352, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
