DESCRIPTION
UC San Diego Health delivers comprehensive perioperative care, guiding patients through every phase of the surgical journey-from initial evaluation to full recovery. A multidisciplinary team of anesthesiologists, surgeons, and pain specialists collaborates to provide safe, effective, and highly personalized treatment. Recognized by U.S. News & World Report as one of the nation's top institutions in surgical specialties, UC San Diego Health offers advanced anesthesia techniques, evidence-based pain management strategies, and a wide range of surgical procedures, including complex operations such as awake brain surgery and heart-lung transplants. Postoperative care emphasizes early mobility, nutrition, and recovery support, with dedicated resources like the Rapid Recovery Unit at Jacobs Medical Center. The institution also offers a one-year Perioperative Management Fellowship to train future leaders in perioperative medicine. UC San Diego Health operates 57 operating rooms across its campuses and maintains over 1,101 licensed beds, with recent expansions at East Campus and the new outpatient pavilion (MOP), which is adding six additional ORs. While the system does not have a centralized procedural suite, it includes specialized areas such as Cath labs and GI suites. More than 186,000 procedures are performed annually, spanning services in gastroenterology, cardiology, urology, and pain management. The health system's world-class surgical facilities include state-of-the-art operating rooms at Hillcrest Medical Center, Moores Cancer Center, and Sulpizio Cardiovascular Center, equipped with robotic systems, audiovisual and endoscopic tools, and real-time access to medical records and imaging. The Koman Family Outpatient Pavilion houses eight surgery suites dedicated to outpatient procedures, while Jacobs Medical Center supports highly complex surgeries with technologies such as intraoperative MRI, heated intraperitoneal chemotherapy (HIPEC), and microsurgical techniques for voice and hearing restoration. Reporting to the Chief Clinical Officer and working with both the Chief Clinical Officer and the Chief Operating Officer on strategic initiatives and planning, with nine direct reports and approximately 700 FTE's. The successful Chief Administrative Officer, Perioperative Services candidate will:
- Drives operational performance, achievement of efficiency targets, and ensures the highest integrity for business operations across departments.
- Develops, implements, and monitors short and long-range financial plans for portfolio departments. Reviews and approves fiscal planning proposals for new programs, annual budgets, and long-term goals. Provides expert financial analysis to optimize financial planning.
- Provides vision, expertise, and leadership to plan, develop, and implement strategic initiatives, cultural transformation, and technological advancement to streamline operations and ensure best-in-class clinical services.
- Designs and implements quality and safety initiatives. Ensures management of regulatory functions and adherence to quality guidelines. Directs the implementation of performance improvement across sites. Fosters an environment of continuous quality improvement.
- Ensures manager competencies and access to leadership development opportunities. Leads goal development, sets objectives, establishes priorities, conducts annual performance evaluations, and administers salary adjustments.
- Builds deep advisory relationships with executives and affiliate senior leaders. Builds collaborative relationships with administrative, clinical, and service departments.
- Maintains strong, positive working relationships with external agencies, other academic medical centers, and healthcare institutions. Engages in outreach activities and referral networks to ensure effective partnership.
- Provides strategic and operational planning for staffing, fiscal, and material resources. Participates in developing and implementing new systems, policies, and programs. Ensures compliance with agency regulations and professional standards. Oversees the development of business plans to introduce new and evolving technologies for patient care services at the medical center and/or health system, following best practices.
- Participates in system-wide committees and strategic planning with senior leadership across services (e.g., outpatient, children's, cancer center) to develop plans and systems for coordination and/or integration of care for all patient populations for the medical center or the health system.

Leads goal development, sets objectives, establishes priorities, conducts annual performance evaluations, and administers salary adjustments.
- Develops, implements, and monitors the short and long-range financial plans for patient care services for the medical center and/or health system.
- Develops managers and staff to incorporate and utilize a shared governance structure. Ensures patient care unit environments support a shared voice in nursing practice and the exchange of ideas to continually improve nursing and patient care outcomes.
- Ensures the development of core competencies, assessment plans, and tools for the medical center and/or health system. Works with clinical educators and subordinate management to evaluate core competencies in nursing care, and to ensure accordance with organizational short- and long-term strategic goals.
- Provides for employee professional growth opportunities and promotes a culture open to change, and effective in teamwork and collaboration. Forecasts workforce planning and talent development needs. Assists in the development of annual staffing plans, based on organizational strategy, patient acuity, benchmarks, and staffing data. Allocates resources efficiently, in line with quality objectives.

MINIMUM QUALIFICATIONS
A bachelor's degree in business, health administration or clinical discipline, or equivalent experience and training. If applicable, a current licensure Registered Nurse (RN) by the California Board of Nursing or the ability to achieve such licensure is required. Senior management experience in a multi-site, multi-specialty, and highly matrixed complex health care organization At least ten years of relevant perioperative services leadership experience. Expert knowledge of health care and perioperative services delivery models, business and strategic planning, financial management, program development, implementation, and organizational development. Expert knowledge of capital and operating budget development and management, financial analysis, and reporting techniques. Advanced knowledge of relevant regulatory requirements as well as legislative, accreditation, licensing, and compliance environments. Experience implementing large-scale/complex/political change initiatives. Advanced ability to work collaboratively and effectively with medical center executives, campus leadership, department chairs, external agencies, and other academic medical centers and healthcare institutions. Expert ability to establish and utilize metrics to drive excellence, support operations, and facilitate integration. Excellent verbal and written communication skills; advanced interpersonal skills. Advanced leadership capabilities. Ability to build and maintain a climate of trust that inspires commitment to achieve organizational goals. Ability to obtain and convey correct and complete information and concepts, prepare professional documents, and compose and deliver effective presentations. PREFERRED QUALIFICATIONS
- A Bachelor's degree in nursing degree is strongly preferred as well as a current RN license.
- Advanced or Master's degree in business, health administration or nursing.

Pay Transparency Act Annual Full Pay Range: $247,300 - $520,700 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $118.44 - $249.38 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
