Position Summary

We are seeking candidates with strong Air and Missile Defense (AMD) experience and a passion for Fire Support (FS) Modeling and Simulation (M&S) to support operational testing of the Army's System of Systems (SoS), including Maneuver Short-Range Air Defense (M-SHORAD).

The selected candidate will assist the government lead in managing the Extensible Command, Control, Communications, and Computers Integrated (C4I) Instrumentation Suite (ExCIS)-AMD program. Responsibilities include providing expert recommendations on AMD-related cost, performance, schedule, requirements, and priorities, as well as developing solutions to programmatic challenges. This role will also serve as a key liaison with the Operational Test Command (OTC) Innovation Cell (IC) to advance Systems Engineering and Integration (SE&I) efforts in support of building the Multi-Domain Operations (MDO) Environment required for future Test and Evaluation (T&E).

In this capacity, the selected candidate will work closely with the Fire Support Test Directorate (FSTD), AMD Test Directorate (AMDTD), program managers, vendor Systems Integration Labs (SIL), and vendor facilities to ensure effective collaboration across the AMD community.

This position is based at Fort Sill in Lawton, Oklahoma (Monday through Thursday in the office, and remote on Fridays), and supports the creation of operationally realistic scenarios that integrate SIL and vendor test beds. The candidate will also assist FSTD with the Verification, Validation, and Accreditation (VV&A) of M&S tools and serve as the primary liaison to the OTC IC.

This is an exciting opportunity to contribute to the development of the MDO Environment for Integrated Fires Test Campaign (IFTC) T&E events. The ideal candidate will bring creativity and innovation to combine the disciplines of Systems Engineering, FS, and AMD with larger program and corporate objectives-conceptualizing solutions, defining product roadmaps, and applying emerging technologies to meet evolving mission needs.

What You'll Do




  • Work closely with the customer to:



    • Serve as an Assistant Program Manager for the ExCIS-AMD program.
    • Verify the modeling & simulations (M&S) scenarios are feeding into the Engagement Operations Center (EOC) or Command & Control (C2) nodes.
    • Compare radar data to the System Under Test (SUT) and M&S track data
    • Develop truth tables matched to M&S scenarios to define logical behavior and specify the conditions under which certain actions should occur.
    • Validate M&S tracks in developed scenarios
    • Correlate SUT parameters to the parameters within M&S
    • Confirm that threats are accurately presented to the SUT in M&S scenarios.
    • Analyze metrics to determine what qualifies for full accreditation, conditional accreditation, and no accreditation.
    • Coordinate with PM to understand their models to integrate elements that are conducive to accreditation documents.
    • Assist with data collection and reduction of M-SHORAD digital message traffic during Operational T&E


  • Develop Test and Evaluation scenarios in coordination with the FSTD team that:

    • Create a simulation environment enabling the building of system nodes with updated and correct system parameters.
    • Define metrics to be met from an operational perspective, tied to metrics produced in the Verification and Validation (V&V) report
    • Contain operationally realistic environments so the Program Manager (PM) can integrate into GSIL or Vendor test bed.
    • Coordinate with PM to understand their models to integrate elements that are conducive to accreditation documents.


  • Serve as the liaison with the OTC IC for the SE&I study and:

    • Assist FSTD with IC tasks for MDO Use Cases and SE&I efforts.
    • Assist FSTD with M&S development and integration tasks.
    • Provide advice and assistance for the roadmap's long-range investment strategies.
    • Develop and track lessons-learned reports.
    • Collaborate with cross-functional teams to design and execute the automation of a strategic investment roadmap.


  • Support FSTD during the vendor V&V process, allowing FSTD to articulate results in an operational context, providing observations on inconsistencies in the data, and analyzing the reported results.
  • Less than 25% travel may be required.


Requirements and Qualifications:



  • Bachelor's Degree from an accredited school in a technical discipline (engineering, mathematics, science, computer science/engineering)
  • 10+ years of related military experience

    • Must have prior service as an Fire Support Officer or Warrant Officer with AMD military tactical experience


  • Knowledge of FS and AMD architecture, protocols, and decision processes
  • Experience with AMD M&S
  • Understanding of the V&V Process for M&S tools for inclusion into operational test events
  • Background in developmental or operational testing
  • Excellent written and oral communication skills
  • Ability to operate independently with little to no guidance
  • Familiarity with DoD systems, processes, and documentation such as:

    • ATEC Reg 73-21 VVA
    • TOPM 73-182 TT VVA
    • MIL-STD-3022 Documentation of VV&A for Modeling & Simulation
    • DoD Manual 5000.102 M&S VV&A for OT&E and LFTE
    • Knowledge of and experience with MIL-STD 3011 (JREAP) and Link 16


  • U.S. citizenship and an Active DoD Secret Clearance is required
