THE POSITION

The Washington County Sheriff's Office serves as the primary law enforcement agency for Washington County, Oregon, providing a wide range of services to over 600,000 residents across both urban and rural communities. With a history dating back to 1843, the office maintains a 572-bed jail and is led by Sheriff Caprice Massey, the 33rd sheriff and a veteran committed to transparency and collaboration with community partners. The agency is founded on values of professionalism, compassion, and trust, emphasizing actions such as "do your best," "do the right thing," and "treat others the way you want to be treated," which guide both public service and internal culture. Deputies are not only first responders to emergencies in unincorporated areas but also work closely with city police and specialized units, including marine patrol, narcotics investigations, crisis negotiation, and school resource officers. The Sheriff's Office strives to be a pioneer in law enforcement, promoting high standards, continuous training, and respect for the county's unique and varied represented population, while encouraging deputies to be actively involved in their communities both on and off duty.

As a Division Lead, the Senior Administrative Manager is on the Sheriff's Office Executive Staff and is a pivotal role within the department. This position is responsible for overseeing the administrative functions of the Sheriff's Office, which includes, but is not limited to, managing budgets, personnel, contracts, procurement, facilities, and IT planning. This role oversees the Business Administration team staff (18 total- 4 direct reports); responsible for HR Liaison functions, payroll, accounts receivable, accounts payable, contracts, inmate banking, budget planning and execution. The Sheriff's Office budget total is $180M managed across 9 funds and 37 programs. The Senior Administrative Manager assists in fostering an environment that promotes professionalism, fairness in access and opportunity and respectful engagement.

The ideal candidate for the position should demonstrate extensive experience in public or business administration. They must possess robust skills in fiscal planning, personnel supervision, administrative oversight, expertise in developing and implementing organizational policies, as well as managing complex regulations and labor agreements. The successful applicant will have a strong track record in budget management, contract oversight, and leading a team of varied backgrounds. Excellent communication skills, with the ability to independently resolve issues, and effectively collaborate within a multi-background environment are essential.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Possession of a Master's Degree from a four-year college or university with a major in business or public administration, business administration, finance, or a closely related field; AND at least four (4) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, budgetary, and similar analyses that includes at least four (4) or more years of professional level supervisory experience. OR
  • Possession of a Bachelor's Degree from a four-year college or university with a major in business or public administration, business administration, finance, or a closely related field; AND at least six (6) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, budgetary, and similar analyses that includes at least four (4) or more years of professional level supervisory experience.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Must successfully pass an extensive background investigation conducted by the Sheriff's Office.

  6. Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate and extend a conditional offer of appointment; conditional on passing a drug screen.
  7. Start Date: A start date will be determined after all conditions of employment have been met.
