The Position

There is currently one (1) Senior Business Systems Analyst (GIS Application Developer) position available.

Under direction, the Senior Business Systems Analyst (GIS Application Developer) provides technical expertise and advanced business process analysis to EBMUD department's information processing system and application needs; coordinates and leads GIS project development and implementation activities with ISD engineers, staff, and vendors; coordinates identifying and defining user and business process needs and requirements; prepares user documentation of system operating procedures and trains staff in their use; represents the department in defining system and application reporting and information processing requirements, conducts user tests of programming changes; performs the implementation, maintenance and evaluation of administrative and information systems including development, enhancement, control, security, reports, testing and training activities; works as a liaison between the assigned department, vendors, ISD, and other EBMUD departments to coordinate all information systems activities.

The Senior Business Systems Analyst is the advanced journey/senior/lead level in the Information Systems Support Analyst series. The role of this class is to serve as the GIS technical expert in business systems design, development, implementation, and maintenance and is relied upon to engage in expert consultation with the goal of meeting user needs and business objectives. Scope includes recommending, designing, and installing changes to business practices and specific technology solutions. Individuals in this class perform in an advanced role with lead responsibility for the management of projects, demonstrating business systems expertise, and are assigned projects of advanced complexity. The Senior Business Systems Analyst class is distinguished from the entry and journey levels through assignment of higher-level duties and project support of greater complexity. The senior level carries out project lead responsibilities with a greater level of independence of action.

Typical duties include:

*Coordinating and leading GIS project development and implementation activities with ISD engineers,

staff, and vendors.

*Providing internal operating support to a department's information processing system including investigating and analyzing user reported system or hardware breakdowns or unacceptable response times; monitoring accuracy of daily system output; preparing and entering scripts to optimize output and data calculations.

*Performing GIS systems administration activities such as database update and backup, additions or deletion of employee ID's, changes to passwords, and maintenance of appropriate levels of system access and performance; maintaining software applications on servers and ensuring appropriate and optimal configuration and security.

*Reviewing studies, and reports on complex systems development and process issues; assisting in

developing or revising desk procedures.

*Assisting department staff in defining system requirements and desired enhancements for input documents, screens, reports, and data structures; preparing application specifications including preliminary database design; advising department staff on information technology approaches and options; explaining and interpreting department requirements and operational impact of requested processing changes to programming staff; coordinating the communication about development work between ISD and department user staff.

*Establishing user testing plans and schedules to confirm the functionality, adequacy, and acceptability of programming changes; testing and/or overseeing the result of user tests in a developed environment under a variety of conditions and transactions; coordinating the communication of system modification test results between ISD and department user staff; approving final testing results and notifying department users when programming changes are to be placed into production status.

*Assisting in the overall planning and prioritizing of internally and externally generated system service requests; advising on the feasibility and potential impact to operating procedures of alternative design approaches to meet service request changes.

*Researching changes in industry approaches and technical developments in information technology; planning, analyzing, and recommending changes to EBMUD or department systems and business processes; implementing business systems and integrating business practices and processes to achieve financial, customer service, and related business objectives.

*Evaluating vendor software; recommending and coordinating, upon approval, the acquisition, installation, and use of specific products; providing direction to and working with contractors and vendors to complete software upgrades, installing new builds, testing deliveries in multiple environments, deploying to production, communicating with users, and providing training on new features; reviewing contractor/vendor work in progress and advising contractor and supervisor when corrections or modifications are required.

*Identifying table relationships and writing Structured Query Language (SQL) data manipulation scripts to automate processes and extract data; designing and implementing interfaces for data sharing and conversion purposes; troubleshooting data extraction issues; performing database queries and developing reports using SQL and other report development tools.

*Participating on cross-department work teams to identify necessary changes to business procedures and practices resulting from anticipated or completed programming changes; preparing drafts of revised procedures, user documentation, guides and knowledge bases, and training department staff in their use.

*May provide lead direction to department technical, specialist, and administrative staff in the processing of input and output from the department's information systems and in resolving issues of data integrity.

*Utilizing automated or computer-based work management systems in the course of work.

*Performing other related duties and responsibilities as required.

Flexible/hybrid work from home schedule may be available for some positions in this job classification.

The salary range is $11,923 per month, increasing to $12,519, $13,145, $13,802 and $14,492 after 6, 18, 30, and 42 months, respectively.

Requirements

1. A bachelor's degree* with major work in business or public administration, information processing,

computer science, business systems analysis, data analysis, or closely related field; and,

2a. Four (4) years** of programming, systems analysis, or other related technically based computer

support experience for a business information system; or,

2b. Four (4) years** of experience providing operational, maintenance, and/or systems

administration support for business information applications.

*Additional years of experience (above the minimum requirement) may be substituted for the required education on a year for year basis.

**A graduate level degree in a directly related field may be substituted for one year of experience.

Equivalent combinations of education and experience may be considered.
