Senior Manpower and Staffing Specialist This position requires an active Public Trust clearance. Provide senior level military health system manpower and staffing expertise and advisory services including position management, organizational structures and civilian hiring for the Defense Health Agency, Medical Affairs Directorate. Compensation & Benefits: Estimated Starting Salary Range for Senior Manpower and Staffing Specialist: $45,000 to $50,000. Pay commensurate with experience. Senior Manpower and Staffing Specialist Responsibilities Include:
- Serves as the central point of contact for all Manpower and Staffing requirements for the Deputy Assistant Director for Medical Affairs.
- Provides support to Clinical Support Division (CSD) branches in development of new or change government civilian position descriptions including writing support and ensuring that documents follow Office of Personnel Management (OPM) guidelines for scoring.
- Use internal tracking methods to monitor all requests for personnel action (RPA) forwarded to the Human Resources (HR) Business Partner including hiring actions, new/change classifications, pen and ink changes, requirement for administrative changes to include location, grade, and series.
- Advises on supervisory ratios, manpower design concepts, and organizational structure to optimize the base documentation, both Joint Table of Distribution (JTD) and Joint Manning Document (JMD).
- Receives and reviews any staffing management or hiring action report to make appropriate and timely inquiries on behalf of CSD and advise the Division Chief on required assistance from hiring teams,
- Act on behalf of the Division Chief to provide liaison between hiring teams and the business partner to keep hiring actions moving toward completion.
- Works with hiring managers to develop pay setting worksheet packages as required.
- Maintains the Medical Affairs JTD and JMD to include monthly report of changes. Briefs changes to document to leadership for their situational awareness.
- Ensure hierarchy is updated monthly; prepare and submit necessary hierarchy change forms as directed by the Division Chief.
- Works closely with Assistant Director, Healthcare Administration, Business Support Office as required to process RPAs related to government and military positions and Manpower Change Requests (MCRs).
- Ensures all new personnel are aligned to the rater and higher-level reviewer after onboarding.
- Work with Division branch chiefs to develop RPAs, Position Descriptions and hiring packages
- Coordinate for submission of MCRs in the Fourth Estate Manpower Tracking System for all CSD position changes.
- Provides CSD leadership regular updates on Manpower/HR tasks
- Provides for bi-annual updates for Division position descriptions.
- Provide support to branches in development of new/change PD including writing and ensuring that documents follow OPM guidance for scoring and strength of written duties prior to submission to the HR Business Partner.
- Provide direct operational CQM support with manpower, manpower change requests, review of JMD/JTD, human resource processes, monitoring and tracking, and responding to CQM manpower related taskings, briefs and meetings with appropriate work products.
- Provide administrative support for Human Resources functions of onboarding and out-processing, civilian and military awards, and performance management.
- Provide administrative support for Human Resources functions of recruitment, onboarding and out-processing, performance management, accountability rosters, teleworking, and timekeeping management using Automated Time Attendance and Production System (ATAAPS) time keeping system
- Monitor calendars, schedule and coordinate meetings for Branch and Section Chiefs with internal and external stakeholders
- Ensure meeting reports are consistent and concise, removing outdated information, and coordinating across CSD which may include working with Active Duty, Civilian and/or other contractors to get most pertinent and relevant updates;
- Performs other job-related duties as assigned.
Senior Manpower and Staffing Specialist Experience, Education, Skills, Abilities requested:
Bachelor's degree and 5 years of experience required. Defense Health Agency manpower and staffing experience required. Department of Defense manpower experience preferred. Strong attention to detail and self-motivation. Highly experienced in the use of Microsoft Office Suite. Excellent interpersonal skills with the ability to develop relationships with clients and personnel at all levels. Ability to maintain a positive professional working relationship with management and co-workers. Ability to work on multiple tasks concurrently and prioritize assignments based on internal customer needs. Requires an active Public Trust clearance. US Citizenship required.
