The Database Administrator (DBA) will support the Pension Benefit Guaranty Corporation (PBGC) Financial Management Technology Services (FMTS) program by managing and maintaining databases that underpin mission-critical financial management systems. This role ensures high availability, performance, security, and reliability of PBGC's databases while supporting system operations, integration, reporting, and modernization efforts. The DBA will collaborate with developers, system administrators, and enterprise architects to provide stable and optimized database environments. Responsibilities
- Test and assist in implementing changes or new database designs.
- Monitor database usage and statistics. Knowledge of relational database environment.
- Define file organization, indexing methods, and security procedures for specific user applications.
- Administer, monitor, and maintain client databases supporting FMS four applications.
- Perform routine maintenance, patching, upgrades, and version migrations (e.g., Oracle RDBMS 12c to 19c).
- Conduct performance tuning and optimization of database queries, indexes, and configurations.
- Ensure database availability and reliability through proactive monitoring and troubleshooting.
- Support integration with interfacing systems by validating data exchanges and resolving database- related issues.
- Perform backup, recovery, and disaster recovery planning, including participation in client's Continuity of Operations (COOP) exercises.
- Ensure compliance with IT security standards, NIST controls, and client's enterprise architecture requirements.
- Support developers and reporting teams by providing database access, schema updates, and query optimization.
- Maintain documentation of database configurations, processes, and procedures.
- Participate in impact analysis, regression testing, and remediation of infrastructure or integration changes affecting databases.
- Provide operational support during peak periods (e.g., premium filing season, fiscal year-end) to ensure database performance under heavy load.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
- Experience with Oracle 19c dashboard, Structured Query Language (SQL), Autotune, Gather Schema Statistics and Oracle Automatic Database Diagnostic Monitor (ADDM), Automatic Workload Repository (AWR), and Active Session History (ASH) database diagnostic reviews
- Expertise in Oracle databases (12c, 19c) and SQL performance tuning.
- Experience with database monitoring tools (e.g., Oracle Automatic Workload Repository, Active Session History, SQL Autotune).
- Strong knowledge of backup, recovery, and disaster recovery strategies.
- Familiarity with cloud-hosted environments (e.g., Oracle Cloud, Microsoft Azure).
- Knowledge of IT security and compliance requirements, including handling of PH and adherence to federal standards.
- Strong problem-solving skills with the ability to troubleshoot complex issues across integrated systems. Excellent communication and collaboration skills to work with IT operations, developers, and business users.
