Primary Purpose

The Project Control Analyst works with internal technical, business, contracts, vendors, and financial personnel to build and manage Estimate-at-Completion (EAC) financial models, revenue forecasts, monitor project transactions, revenue and billings, and report/manage project level finances on the project level. Able to generally operate independently and guide/mentor less senior project control analysts and project personnel on a primarily CPxF and T&M portfolio.


Responsibilities

  • Performs all aspects of planning, tracking, analysis, and reporting for projects of varying contract type, size, complexity, and levels of risk, while complying with overarching financial policies and procedures on CPxF and T&M contracts. Support a portfolio of large, medium, and small government projects.
  • Forecasts and identifies variances from project plans and pricing; manages change orders; provides financial analysis to Project Leads; takes proactive steps to manage project cost/schedule/performance.
  • Develops and maintains both revenue recognition and management of EACs, Estimates-to-Complete (ETCs), burn rate analyses, and related cost analyses. Strong command of Excel based financials and modelling various scenarios.
  • Responsible for numerous financial reports detailing monthly progress of the project.
  • Responsible for but not limited to reviewing project setup, reviewing budgets, accounts receivables and open commitments, monthly closing information, risk analysis, analytical support, and project cost variances.
  • Works alongside Project Leads to maintain project budgets including monthly budgeted vs. actual cost analysis; creates financial forecasts based upon input from the Project Leads to support FP&A efforts; maintains forecasting reports; identifies and communicates any risks such as cost overruns, underspending, vacancy issues, etc. to the Project Leads.
  • Reviews monthly billing for accuracy and potential issues and recommends and implement actions to correct identified issues; potential identifiable issues include but are not limited to costs charged to a contract where the Period of Performance (POP) has ended, inaccurate revenue and profit recognition, unapproved workforce charging, etc.
  • Prepares internal and external reports on the financial status of assigned projects, including documentation and pricing in support of contract modifications and change control process throughout the project lifecycle.
  • Serves as the project control liaison to provide cost control analysis support between Corporate Finance and Accounting and other company business units/departments; performs ad hoc reporting and analysis.
  • Implements financial policies; develops, manages, and reports cost/schedule baseline data analysis, and report formats in support of contracts.
  • Performs subcontract and purchase order management activities, including preparing purchase requisitions, processing invoices, and preparing accruals for projects using the PCA job.
  • Performs ad hoc reporting.
  • Demonstrate analytical abilities by obtaining financial report information to help projects understand their performance and various transactions.
  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree in Business, Accounting, Finance or related field.
  • Minimum 53 years of experience in government contract financial management.
  • Some experience with various types of contracts, subcontracts, or grants, to include Cost Reimbursable contracts (CPxF), Firm Fixed Price (FFP) and Time and Material (T&M) contracts.
  • Experience working with or for a Contract Research Organization (CRO) a plus, especially within some clinical trials and/or pharmaceuticals setting.
  • Strong analytical and problem-solving skills with the ability to work comfortably with budgets and multiple company departments.
  • General understanding of government contracting indirect rate structures and procedures.
  • Excellent communication skills.
  • Detail oriented
  • Strong computer skills, including high proficiency in Microsoft Word and Excel, and data analysis software packages.
  • Familiarity with Microsoft Office and Project. Smartsheet a plus.
  • Experience working in a Deltek Costpoint and Cognos/BI Reporting environments preferred but not required.
