Job Description

The Senior Product Manager will be responsible for the supporting the management of the Dual Eligible Special Needs Plan (D-SNP) product lifecycle from project definition/scope through implementation. This role involves understanding member needs, market trends, and regulatory requirements to develop and execute a product strategy that ensures optimal plan performance, including quality, growth, and financial goals. Works with internal and external partners and one or more teams to identify product features and enhancements to new and existing products, services, and tools, and well as production fixes. Guides and supports teams by helping to define the vision for a release, recommending the priority and details of features to build, accepting features after satisfactory demonstration of development and testing, and providing assistance sequencing features for implementation releases.

What You'll Do

  • Critical to the DSNP product design process prior to project initiation; serves as a subject matter consultant for assistance in vetting product design concepts, communicating potential enterprise impacts in relation to the DSNP product design and helps to continuously improve the design through to completion.

  • Works cross-functionally with impacted business areas to assure that product launches effectively, including the appropriate training, sales support, communications, andproduct positioning.

  • Responsible for SSBCI program operations

  • Prepares projections, analyzes potential operations and identifies the steps necessary to manage/enhance product lines.

  • Studies the direction for assigned products and product lines after conducting market studies.

  • Partners with the project team and stakeholders to support the definition and subsequent creation of the product and/or platform roadmap, definition of scope, participation in estimation efforts, and prioritization of functionality

  • Coordinates identification and reporting of quality, compliance, and delivery progress, assists in finding answers to technical questions on the domain, and recommends corrective action as required to assist business stakeholders and the project team

  • Responsible for developing the product and operational response info for any aligned NCDHHS RFP

    Develops requirements, user stories, and acceptance criteria to confirm alignment with product vision

    Communicates with team members and managers on upcoming needs for specific resources, delivery timing, and constraints based on compliance requirements, user story prioritization, and solution/impact analyst recommendations

    • Familiarity with all State DSNP Medicaid Agency Contract (SMAC) provisions.

    • Familiarity with all DSNP Model of Care (MOC) provisions.

  • Provides field and customer support for assigned products, including communication of market strategy, product and competitive information, pricing and promotions.

  • Assesses overall impact of change requests, updates the product vision, and makes roadmap / prioritization adjustments. Coordinates with the project team to ensure change control and change management procedures are followed as they relate to scope and requirements

  • Post release, responsible for tracking and reporting on whether the envisioned business value is realized

  • Assists with the identification of methodology challenges and recommends solutions for continuously evolving Agile at BCBSNC.

  • Supports the entire organization as the product experts.

What You Bring

  • Bachelor's degree or advanced degree (where required)

  • 5+ years of experience in related field

  • In lieu of degree, 7+ years of experience in related field

Bonus Points

  • Strong understanding of Medicare Advantage regulatory environment.

  • Demonstrated experience supporting Dual Eligibility Special Needs Plans (D-SNP) and Medicaid

  • Proven ability to define and evolve product vision, strategy, and roadmaps aligned with business goals and compliance requirements.

Salary Range
