THE POSITION

If so, we invite you to join the Department of Revenue as a Personal Income Tax Specialist. This position will provide the opportunity to examine and analyze tax returns to ensure compliance with laws and regulations. DESCRIPTION OF WORK

As a Personal Income Tax Specialist, you will be responsible for performing technical work in the examination and analysis of tax returns to ensure compliance and identify taxpayers or corporations suspected of non-compliance or evasion of PA Income Tax laws in the Department of Revenue. Duties will primarily focus on examining assigned cases consisting of individual owners with income attributable to PA S corporations, partnerships, or beneficiaries of trusts that may have under-reported or have not filed Personal Income Tax (PIT) returns. You will analyze PIT returns carefully, ensuring that they are completed properly and that all required schedules are attached. You will also make determinations on whether to allow or disallow tax forgiveness in accordance with Schedule SP. Excellent communication skills are essential in order to answer technical tax questions and contact attorneys, accountants, and taxpayers to request missing or additional information needed to make a tax liability determination. Our ideal candidate will have a strong understanding of the relationships that exist between pass-through entities, their owners, partners, shareholders and the various filing requirements associated with these relationships.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to three days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience in the review and examination of Personal Income Tax returns and documents including making tax liability decisions and applying tax laws and regulations and 12 credits in accounting; or
  • Two years of advanced legal clerical experience in the review and analysis of legal documents that include Personal Income Tax documents, applications, reports, recommendations or rulings for compliance with Personal Income Tax laws and regulations and 12 credits in accounting; or
  • An associate's degree that includes or is supplemented by 12 credits in accounting; or
  • An equivalent combination of experience and training that includes 12 credits in accounting.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Additional Requirements:

  • You must possess two or more years of experience in the review and examination of pass-through entity tax returns and forms, including but not limited to PA-20s/PA-65, PA-40 NRC, PA-65 Corp, PA RK-1, PA NRK-1, and all associated schedules and reports.
  • You must be able to perform essential job functions.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
