Job Description:


  • The Paralegal III provides support on all aspects legal matters handled by the department which may include: 1) support on all phases of litigation (including pre-litigation and arbitrations), 2) transactional support (including support on vendor and provider contractual documents, policies, procedures and agreements), and regulatory matters under minimal supervision by an attorney.
  • The Paralegal III conducts complex research and analysis of law, regulatory requirements and internal policies and procedures, with minimal supervision. Drafts correspondence memos, and other legal and administrative documents for review by supervising attorney. Develops plans for the completion of legal projects and matters, including: 1) investigating facts; anticipating, planning, conducting, and coordinating document collections; 2) managing the organization of records electronically and/or manually; and 3) drafting, reviewing and maintaining legal documents for review, approval, and use.
  • The Paralegal III develops and manages complex processes and procedures ensuring that Legal Services projects and matters are completed in an efficient manner. In carrying out these duties, the Paralegal III communicates with various departments and external parties, prepares business correspondence and reports, and assists with the organization and maintenance of organization documents and department files.
  • The Paralegal III is minimally supervised by attorneys on legal matters and required to utilize independent judgment and make recommendations to legal staff on a variety of matters. Paralegal III is responsible for updating, developing and improving departmental processes, SOPs, desktop procedures, without prompt. Acts as a Subject Matter Expert, serves as a resource and mentor for other staff.


Role & Responsibilities:

  • Research and Analysis: 50%
  • Conduct complex research, monitor, update, and maintain current knowledge of developments in federal and state legislation, rules, regulations, and industry guidelines. Draft monthly summaries of updates for department staff and business clients.
  • Prepare, review, proofread, compile, and summarize a variety of legal correspondence and pleadings involving regulatory filings and matters related to the normal functioning of the department or other ongoing administration of existing cases or orders.
  • Perform complex factual investigation and research. Analyze documents, facts, rules, and regulations, prepare reports, draft correspondence, memos and other documents for review, approval, and use by attorneys, as requested or assigned by supervising attorney.
  • Coordinate and facilitate the trainings offered by the department.

    Anticipate, propose and develop processes, guidelines and SOPs for the assigned attorney, unit or department.
  • Administrative: 35%
  • Organize, maintain, and update departmental files using approved legal management platform/application/software. Develop processes around same and records management.
  • Provide administrative assistance as needed ranging from taking messages to drafting letters, scheduling meetings, typing, maintaining legal/matter files, uploading documents and participating in projects as requested.
  • Develop plans for the completion of legal projects, including: 1) investigating facts; anticipating, planning, conducting, and coordinating document collections; 2) managing the organization of records; and 3) preparing and maintaining legal documents for review, approval, and usage.
  • Applies subject matter expertise in evaluating legal operations, processes and procedures. Identifies areas where technical solutions would improve business performance. Provides mentorship, and contributes specialized knowledge. Ensures that the facts and details are correct so that the project's/program's/ deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed.
  • Perform other duties as assigned. 15%


Education Required:

  • Bachelor's Degree.
  • In lieu of degree, equivalent education and/or experience may be considered.


Education Preferred:

  • Master's Degree.


Experience Required:

  • Minimum of 3 years of paralegal experience in a health plan or health care organization setting handling complex assignments relating to regulatory, public law or health care issues; independent litigation support on cases relating to civil litigation, employment, regulatory investigations, healthcare and/or provider disputes OR minimum of 5 years of experience and working knowledge of public agencies regulatory requirements e.g., Brown Act, California Public Records Act, Form 700s, conflicts laws, Knox Keene Act, Health Care Privacy (HIPAA, CMIA), CMS and Medi-Cal etc., health care organizations, e.g. physician group, hospitals, health plan.
  • Experience in highly regulated industry.


Preferred:

  • Minimum of 7 years of paralegal experience in vendor, provider contracts and/or administrative law.
  • Experience in matter / project management.


Skills Required:

  • Knowledgeable in the use of legal technology and other related research platforms. Attention to detail, accuracy in document preparation and review, and strong organizational skills.
  • Must be strongly proficient in the use of computers (desktop/laptop) and supporting operating software (OS).
  • Excellent interpersonal skills. Works as part of a team and is highly collaborative.
  • Excellent communication and writing skills.

    Must be proactive, responsive, accountable and a self-starter.
  • Ability to handle multiple priorities. Effective time management skills and ability to meet competing deadlines.
  • Ability to prioritize work load and pivot when needed.


Preferred:

  • Proficiency in current legal technologies, teleconferencing, secure file transfer and other related research software, platforms and applications.


Must-haves:

  • Must have Paralegal certification Must have litigation experience, "corporate litigation " is a huge plus. (managed care, healthcare, or health plan background) Litigation skills: Document review, legal documents, strong writing skills Research and analysis Document review Discovery Litigation support Regulatory compliance


Less Common Requirements:

  • advanced paralegal certification preferred health plan, healthcare, or managed care background preferred
