The State Highway Administration's (SHA) Office of Structures (OOS) is currently recruiting for a Senior Project Manager (Transportation Engineer Manager I) position in Baltimore City. This position is open to anyone who meets minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The main purpose of the Senior Project Manager is to oversee the statewide bridge condition inspection program. This includes direct supervision of seven inspection teams, which include eighteen bridge inspectors, and direct supervision of one under bridge inspection crane operator. The Senior Project Manager performs annual appraisals for all inspection team leaders and approves the appraisals of the inspectors rated by team leaders. The Senior Project Manager is responsible for resolving all personnel issues involving the bridge inspection teams including recommendations for discipline, hiring, termination and reclassifications. The duties also include review and approval of inspection reports, timecard submissions and travel expense statements for all bridge inspection personnel.

The Senior Project Manager is responsible for purchases of small equipment needed by the Structures Inspection and Remedial Engineering (SIRE) Division, including purchases for both inspection teams and engineering groups. For inspection teams, these purchases include yearly allotment of work boots and uniforms. This responsibility includes a monthly reconciliation of all purchases on SIRE's state credit card.

The Senior Project Manager is fleet coordinator for OOS/SIRE which includes collection and submittal of monthly mileage sheets for all vehicles assigned to OOS, ordering any additional equipment needed for inspection vans and coordinating the yearly submission for replacement vehicles.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Seven (7) years of experience in professional engineering.

Selective Qualification: Three (3) years of experience in bridge inspection or bridge engineering, with a minimum of six (6) months experience as an Inspection Team Leader.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). No substitutions are allowed for a selective qualification.


Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the State of Maryland.

Special Requirements:

  • The incumbent will be considered an essential employee.
  • This position is on call 24 hours a day to respond to emergencies involving SHA bridges and structures.
  • The Sr Project Manager is responsible for contacting the appropriate inspection teams and engineering groups to respond to any emergencies.
  • Employee must be able to be reached by phone (State-issued).
