Hill International is seeking a Sr. Director - Railroad Coordination in Los Angeles, California


  • Assist in the development of a strategy for negotiating the commercial agreement(s) with UPRR and the Port of Los Angeles and Port of Long Beach ("Ports"); work with their counterpart from the Advanced Design Consultant to coordinate and align the technical and commercial aspects of the agreements with UPRR and the Ports.
  • Assist Legal in the development and completion of the Construction Maintenance Agreement(s).
  • Develop agendas, lead meetings, capture and distribute meeting minutes.
  • Review and provide comments on design plans.
  • Provide constructability, phasing, and sequencing reviews of railroad construction projects.
  • Provide design review comments and host design comment resolution meetings.
  • Review comments from third parties including UPRR and oversee the incorporation of comments into the designs.
  • Work with the contractor and designer to develop RFI's to seek clarification from UPRR.
  • Submit Right of Entry applications for contractor and third-party utilities to access railroad right of way.
  • Assist in the development of schedules for railroad construction activities.
  • Participate in Value Engineering workshops to identify and implement cost savings measures on railroad projects.
  • Verify track and signal quantities and estimates for major railroad projects.
  • Review and approve construction baseline schedules and detailed hourly by hour schedules.
  • Review and approve construction work plans.
  • Schedule flagging for construction activities.
  • Provide weekly project status updates.
  • Develop presentations for various project updates.
  • Lead meetings with Contractors, Utility Owners, Cities, Railroads, and various other third parties to provide project related updates.
  • Participate in pre-diagnostic and field-diagnostic meetings with the CPUC.
  • Identify project risks and develop mitigation measures to avoid safety, cost, or schedule impacts.
  • Schedule and manage field oversight staff.
  • Confirm all field personnel have appropriate safety training to work on railroad property including Metro and Class 1 railroad requirements.
  • Solve complex problems and develop contingency plans to avoid impacts.
  • Act as a point of contact for railroad staff, designers, and various other third parties.
  • Approximately fifteen years' experience managing freight rail projects of similar size and complexity.
  • Bachelor's degree in Engineering or other applicable discipline preferred.
  • California Professional Engineering license preferred.
  • Experience in negotiating successful agreements with UPRR; experience with UPRR construction management agreements is preferred.
  • Strong written and verbal communication skills to coordinate with various stakeholders.
  • Strong organization skills to manage complex schedules and projects with many moving parts.
  • Strong prioritization skills with ability to prioritize critical tasks.
  • Ability to work under pressure and adapt to changing circumstances and work environments.
  • Ability to manage multiple priorities and work effectively with divers stakeholders.
  • Ability to work in both an office and field environment.
  • Dedication to meeting project deadlines.
  • Experience with UPRR/BNSF public projects manual.
  • Experience with UPRR/BNSF standards, specifications, and design criteria.
  • Experience with delivering projects in an active railroad environment.
  • Experience with safety requirements for working on and active railroad right of way
  • Experience with Value Engineering procedures and identifying cost savings solutions to complex designs.
  • Experience in reviewing P6 schedules.
  • Experience in reviewing construction work plans for compliance with designs and specifications.
  • Experience in identifying the necessary on track safety for various activities on and active railroad right of way.
  • FRA Part 213 qualified.
  • Familiarity with CPUC, FRA and other relevant state and federal laws and regulations governing railroads.
  • Familiarity with CPUC diagnostics procedures for new or modified grade crossings.
  • Experience in identifying risks and developing mitigation strategies to avoid safety, cost, or schedule impacts to the project.
  • Relationship with Class 1 railroads in Southern California preferred.
  • Excellent problem solving and contingency plan development skills.

Salary range for this position is $240,000 - $260,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
