Position Overview

The following is intended to describe the general nature and level of work being performed. This list of duties is illustrative only and does not constitute a comprehensive listing of all functions and responsibilities performed.

Position Summary

The Chief Business Officer (CBO) provides strategic and operational leadership for the college's administrative and business functions, optimizing and ensuring effective stewardship of financial, human, and physical resources in support of the institution's mission. This includes both oversight and day-to-day work within the department. The CBO manages employees within the Business Office and related operational units, providing direction, coordination, and evaluation of all fiscal, facilities, and administrative functions. This position ensures compliance with institutional policies and applicable state and federal regulations while implementing and strengthening systems that promote accountability and transparency across all operations.

The CBO leads, mentors, and empowers staff to deliver high-quality, customer-focused service to students, employees, and community partners. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; and fostering a culture of accountability, collaboration, and continuous improvement.

Duties and Responsibilities:

  • Serves as the institution's leader in financial management, grant administration, and budget analysis, and acts as the President's chief strategic advisor on all financial matters by analyzing trends, providing data-driven insights, resource allocation recommendations, and strategies for revenue growth and sustainability.
  • Leads the development and execution of comprehensive, multi-year budget strategies that align with the strategic plan to support institutional growth and sustainability across diverse revenue streams, including credit and non-credit programs, online learning, community partnerships, grants, and the new athletics program, while forecasting financial performance and modeling financial scenarios to inform strategic decision-making.
  • Ensures that budget goals are met on an annual basis and that all expenditures are consistent with approved financial plans and college priorities.
  • Refines and maintains systems to ensure that capital expenditures for the physical plant are within budgeted guidelines, and oversees the planning, maintenance, and improvement of campus facilities to support a safe and effective learning environment.
  • Collaborates with senior leadership to execute strategic priorities, steward institutional assets, and ensure long-term financial health aligned with the college's mission and broader ENMU system initiatives.
  • Prepares and presents comprehensive financial reports to the college board, clearly articulating fiscal health, trends, and strategic recommendations.
  • Provides leadership and supervision for business office, campus technology, security, and physical plant personnel.
  • Oversees, facilitates, and coordinates all the business and financial functions, budget development and monitoring processes, fiscal compliance activities, and all other internal business operations of the Ruidoso campus.
  • Directs all budget development, monitoring, and fiscal compliance activities in close collaboration with department heads and senior leadership
  • Responsible for preparing the institution's annual budget in close collaboration with all department heads and other senior administrators.
  • Responsible for preparing and approving financial documents for the campus.
  • Responsible for campus capital outlay proposals, project oversight, and project completion.
  • Works closely with key employees of the ENMU System and peer institutions within the state.
  • Assists department heads with the monthly monitoring and ongoing adjustment of their respective budgets, which are driven through the Banner System.
  • Facilitates and monitors campus-wide purchasing policies, procedures, and practices; coordinates internal and external fiscal audits.
  • Maintains up-to-date records on all institutional financial transactions.
  • Represents the college to external constituents, including the NM Higher Education Department and other agencies needing financial data.
  • Possesses knowledge of federal and state fiscal laws/regulations as well as fiscal management.
  • Possesses highly refined skills in problem-solving, planning, communications, and human relations; the flexibility to manage in a changing educational environment; high-energy initiative and follow-through; and the confidence to implement initiatives and accept responsibility for outcomes.
  • Collaborate with senior leadership to execute strategic priorities, steward institutional assets, and ensure long-term financial health aligned with the college's mission and ENMU System initiatives.
  • Regular and predictable attendance required.
  • Other duties as assigned.

Minimum Job Requirements:

  • A minimum of a bachelor's degree from a regionally accredited institution of higher learning in Business Administration, Accounting, Finance, or a closely related field.
  • Five years of related experience.
  • Supervisory experience required.

Preferred:

  • Five years of professional experience in accounting, preferably with a higher education institution or other nonprofit/governmental organization.
  • Consideration may be given for an equivalent combination of education and experience that provides the required skills, knowledge, and abilities.
  • An MBA is desirable
  • CPA, CMA, or relevant professional certification
  • Accounting experience in higher education and/or a nonprofit or government organization is preferred
  • Experience in managing a variety of business and finance-related activities is preferred
  • Experience in a multi-college or multi-campus college environment.
  • Experience working with physical facilities operations or security.
  • Experience with athletics program budget management
  • Grant writing and grant administration experience
  • Experience with online program financial models
  • Community college experience in a rural or small institution setting

Working Conditions

Physical Demand and Working Conditions:

  • Standard office environment with regular exposure to computers, printers, and typical office equipment.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Manual dexterity required to operate a keyboard, calculator, and other office equipment.
  • Occasional standing, walking, bending, or reaching as needed to file documents or access office materials.
  • Ability to lift and carry up to 10-20 pounds (such as files, binders, or small office equipment).
  • Visual acuity required for reviewing detailed financial documents, spreadsheets, and computer screens.
  • Hearing and speech ability sufficient to communicate clearly in person, on the phone, and in meetings.
  • Ability to concentrate for extended periods and work with frequent interruptions.
  • Occasional travel between campus buildings or to meetings required.
  • May require occasional evening and weekend work during peak financial reporting periods.
