The Maryland Department of Transportation, Secretary's Office (MDOT TSO), is seeking a Business Analyst (DOT System Administrator II). This is the full performance level of work, providing problem and analysis and ongoing support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed or hosted on a variety of computer systems and peripheral equipment platforms.

Responsibilities include, but are not limited to:

  • Meet with clients to gather business requirements
  • Conduct analysis of business requirements and write Business Process Documentation
  • Document analysis of System Requirements Specification
  • Define, develop, and implement quality assurance policies and procedures
  • Perform problem analysis and timely corrective action or assistance
  • Review error codes to determine the appropriate course of action for correction
  • Assist technical programmer analysts in the design, development, and testing of application system corrections or enhancements
  • Monitor migration of new and revised applications through user acceptance for quality assurance
  • Develop, review, and update application documentation and training material
  • Assist with on-site training and support for all levels of users

The employee will receive general supervision from an IT Office Director or another designated administrator.

The employee may be required to work evenings, weekends, and holidays and may be subject to call in.

The current vacancy exists at MDOT TSO, which is located in Hanover, MD (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two (2) years of experience providing problem solving analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on computers or large client server platforms.

*Selective Qualification: At least 2 years of experience must have involved developing and documenting business rules for new projects, and at least one of the following: application or systems migrations, database development, or testing system requirements.

The ideal candidate will possess:

  • Superior analytical skills
  • Ability to communicate effectively
  • Familiar with SDLC methodologies and tools (like JIRA, ADP etc.)

2. Candidates may substitute U.S. Armed Forces military service experience in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS:

Employees in this classification may be subject to call-in 24 hours a day and will be required to maintain reliable communication for the purpose of emergency call back requirements.

Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
