We are seeking a Sr. Technical Program Manager - Measurement Data Pipeline to join the Global Measurement & Insights (GMI) team. This role is responsible for driving execution and technical delivery of scalable data pipelines, analytics infrastructure, and measurement tooling that power Microsoft Ads' advanced measurement solutions.

You will partner closely with Engineering, Product, Data Science, Measurement Leads, and Analytical Leads to design, build, and operationalize high-quality data systems that enable attribution, incrementality, experimentation, reporting, and AI-driven insights. This role blends deep technical ownership with cross-functional program leadership to ensure data solutions are delivered with rigor, reliability, and scale.

Starting January 26, 2026, Microsoft AI (MAI) employees who live within a 50-mile commute of a designated Microsoft office in the U.S. or 25-mile commute of a non-U.S. location are expected to work from the office at least four days per week. This expectation is subject to local law and may vary by jurisdiction.



Responsibilities
  • Architect, build, and scale robust data pipelines that ingest, transform, and serve large-scale advertising and measurement data.
  • Design data models and analytics layers that support attribution, incrementality, experimentation, reporting, and advanced analytics use cases.
  • Ensure data quality, reliability, performance, and privacy compliance across end-to-end data flows.
  • Collaborate with cross-functional partners to deliver data platform initiatives supporting GMI measurement solutions and internal tools.
  • Provide clear and timely updates on progress, risks, and dependencies to stakeholders and partner teams, escalating appropriately when needed.
  • Translate complex measurement requirements into executable technical roadmaps and milestones.
  • Partner deeply with Measurement Leads, TPM partners and Analytical Leads to understand methodology needs and operationalize them through scalable data systems.
  • Enable rapid experimentation, insights generation, and AI-powered analytics through well-instrumented, trusted data foundations.
  • Establish best practices for pipeline monitoring, data validation, incident response, and continuous improvement.
  • Drive automation and tooling that improves developer productivity and measurement workflow efficiency.
  • Act as a technical advisor to educate and evangelize across GMI and partner teams.
  • Communicate technical designs, progress, risks, and tradeoffs clearly to both technical and non-technical stakeholders.
  • Embody and promote Microsoft's culture and values.


Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years' experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years' experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • Solid hands-on experience designing and building large-scale data pipelines and analytics platforms (batch and/or streaming).
  • Proven ability to lead complex, cross-team technical initiatives from design through production deployment.
  • Deep understanding of data modeling, ETL/ELT processes, and data quality frameworks.
  • Experience working in distributed systems and cloud-based data environments.
  • Experience supporting advertising measurement systems, analytics platforms, experimentation frameworks, or identity/data solutions.
  • Proficiency with modern data technologies (e.g., SQL, Python/Scala, Spark, Java, Scope, cloud data warehouses, orchestration tools).
  • Experience implementing privacy-safe data practices and governance frameworks.
  • Track record of influencing technical architecture and delivery across organizational boundaries.
  • Excellent communication and stakeholder management skills.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
