Nature of Work: The Street Outreach Community Liaison works collaboratively with a wide variety of community members and City staff to assist in ending homelessness in Omaha. Facilitating City processes in response to homelessness and access to community resources by building relationships and promoting community collaboration. This position is a member of the Mayor's Office staff and works under the direction of the Homeless Services Coordinator.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Previous experience working with homeless individuals, vulnerable populations, or in outreach programs is preferred.
Previous law enforcement experience preferred.
Associate level education in human services, psychology, sociology, or other related fields is preferred.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day. Must be available to work flexible hours which may include weekends and evenings.

Pay Range: $45,000 to $55,000 Annually

Required Knowledge, Skills, and Abilities:

* Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Knowledge of ability to use casement management software and databases.
* Knowledge of local resources, social service agencies, and housing programs available for homeless individuals.
* Strong interpersonal skills with the ability to build trust and establish rapport with diverse individuals.
* Excellent communication skills, both verbal and written, for effective interaction with homeless individuals, community members, and service providers.
* Ability to exercise empathy, patience, and to work under challenging and often unpredictable situations.
* Ability to work independently as well as collaboratively with a team and community partners.
* Ability to learn and adapt to advances in computer and electronics device technology and software.
* Ability to establish and maintain effective working relationships with fellow employees, and with members of the general public.

* Ability to adhere to safety policies, procedures and guidelines.
* Ability to sit from 76 to 100% of the time, to stand and walk from 26 to 50% of the time, and reach, bend, stoop, push and pull up to 25% of the time.

* Identifies, develops, and maintains collaborative relationships with businesses, City departments, and community members that are impacted by homelessness. Develops collaborative relationships with local homeless service providers and community advocates.
* Works directly with the Mayor's hotline staff to strengthen response processes and connect with community members. Communicate directly with community members who report encampments or unsheltered individuals to the Mayor's Hotline.
* Coordinates with street outreach staff from various organizations on a regular basis to ensure unsheltered community members are working towards a permanent housing plan, temporary housing, or emergency shelter. Problem solves needs and barriers for specific situations with street outreach, housing programs, or other City departments as appropriate.
* Assists the Homeless Services Coordinator with strengthening and amending written procedures and protocols for identifying and responding to unsheltered households, connecting people with appropriate services, and responding to encampments collaboratively across the community. Initiates and facilitates processes within the City in response to reports of encampments and unsheltered community members.
* Visits active encampment locations on a weekly basis and inactive encampment locations on a monthly basis.
* Tracks and maintains updates for all identified encampments including complete follow up and closure/decommission of encampment. Monitors and documents encampment activity reported within all City departments.
* Assists the Homeless services coordinator to review and manage data collected by the City related to homelessness and encampments on a regular basis and monitor processes.
* Stays informed and educated on national best practices related to encampments and homeless services, especially from federal partners (i.e. HUD and USICH).
* Participates in training and continued education as needed and appropriate.
* Maintains a comprehensive knowledge of local resources and services available to people experiencing homelessness.
* Assists unsheltered households in accessing resources, including housing assistance, mental health services, substance abuse treatment, and employment support.
* Coordinates with relevant agencies and service providers to expedite access to necessary resources for unsheltered households.
* Provides follow-up support to ensure unsheltered households are successfully connected to and can access available resources.
* Maintains accurate and detailed records of interactions, assessments, referrals, and outcomes for unsheltered households.
* Utilizes appropriate software and systems for data collection, reporting, and case management purposes.
* Ensures compliance with confidentiality and privacy regulations when handling sensitive information.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
