Overview

AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training.

    To support OUSW(R&E) to facilitating multi-component / multiclassification level Joint experimentation designed to accelerate innovation and modernization efforts to compete with peer and near-peer adversaries. Efforts and experiments are designed to validate and accelerate required capabilities enabling the JWC; facilitate rapid modernization of the force; inform budget decisions that effect changes throughout the Department; and foster collaboration among Government laboratories, academia, commercial research, and innovation institutions. P&E capabilities will execute threat informed system-of-systems experiments to fully address Joint capability gaps and serve as an integrating effort for DoW and Service prototyping capabilities.


Responsibilities

The Sr. Finance Manager will provide the following:

  • Provide expert support for the entire Planning, Programming, Budgeting, and Execution (PPBE) cycle. This includes applying budget and program principles to develop program and budget submissions (e.g., POM, R-Docs, Issue Papers) and providing strategic advice on resource allocation.
  • Manage and report on the execution of funds throughout the fiscal year. This involves documenting, monitoring, and reconciling the obligation and expenditure of funds, conducting quarterly financial reviews, and providing regular status reports and performance data (e.g., graphs, analytical reports) to senior leadership.
  • Provide technical assistance in acquisition by reviewing and managing resources, offering expert advice on contract administration, and interpreting technical documents such as Statements of Work (SOW), Performance Work Statements (PWS), and specifications.
  • Must be proficient in using a wide range of governmental financial management and reporting systems. This includes, but is not limited to, Core Financials (CF), Enterprise Business Accountability System (EBAS), Execution Management System (EMS), G-INVOICE, Defense Agencies Initiative (DAI) tools, Cognos, ADVANA, and the Defense Technical Information Center (DTIC) to perform all financial duties.
  • Prepare and process all necessary funding documents, including Military Interdepartmental Purchase Requests (MIPRs), Sub-Allocations, and Inter-Agency Agreements. The contractor is expected to maintain professional and effective communication with government and industry points of contact.



Qualifications

Skills/Experience:

  • Must have a current and active TS/SCI clearance with SAP eligibility.
  • U.S. Citizenship Required for the purposes of obtaining/holding a U.S. security clearance.

SAP & Financial Systems Expertise: Fifteen (15) years of SAP project management, project liaison, and statistical analysis experience.
Eight (8) years' experience on Air Force Special Access Program CORE (AF SAP CORE), Capability Viewpoint 2 (CV2 system) & Specialized Accounting and Finances Enterprise System (SAFES) systems.
Major Program Financial Leadership: Ten (10) years' experience managing stakeholder communications financial oversight for large-scale technology programs exceeding $100M in value, covering design, manufacturing, integration, and testing.
Five (5) years' experience applying policies, procedures, and standards from Secretary of the Air Force/Financial Management, Investment and Budget Branch (SAF/FMBIB) or leading a portfolio of technology development programs.
Education: Bachelor's Degree from an accredited college or university in any field or study.
Preferred Skills and Experience:
Military or DoW experience. Master's degree from an accredited college or university in any field or study.



Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $107,800.00/Yr. - USD $180,100.00/Yr. Actual compensation will be determined based on several factors permitted by law.
