Job Summary: Assist FRBO with daily Fair Lending, Unfair, Deceptive, or Abusive Acts or Practices (UDAAP) and Community Reinvestment Act (CRA) compliance duties and serve as back-up for other Compliance Department employees. The Fair Banking Compliance Analyst is responsible for assisting in the development, implementation, and monitoring and maintenance of the Fair Banking program. Essential Functions:
- Provides analysis for Fair Lending and CRA program by preparing and compiling reports including but not limited to: Redlining, CRA Loan Distributions, Branch and ATM Distributions, Inside/Outside Assessment Area, Peer CRA and Fair Lending Analysis.
- Reviews loan exception reports from business units and conduct Fair Lending analysis for risk.
- Assists with the development and maintenance of the Bank's compliance programs, including programs designed to prevent and detect risk in Fair Lending and UDAAP.
- Supports the development and maintenance of policies, procedures, testing and reporting related to the Fair Banking program.
- Assists with the development of the risk-based Fair Banking program activities and completing of the annual compliance risk assessment.
- Stays abreast of changes to the Fair Lending, CRA, and UDAAP laws, rules, and regulations.
- Assists FRBO with the completion of the annual internal Fair Lending Audit.
- Upon the implementation of the 1071 data collection rules, assists with collection and reporting of data while ensuring accuracy.
- Assists with first and second level reviews of CRA data reporting requirements.
- Participates in new product development to ensure compliance with CRA and Fair Banking practices.
- Assists with the review of certain marketing materials before they are placed to ensure compliance with Fair Banking Standards.
- Ensures prompt and adequate responses to all complaints related to consumer laws and regulations. Ensures ongoing monitoring of consumer complaints received by the Bank to ensure a timely and appropriate escalation of higher risk complaints that may signal systemic or material issues. Prepares periodic analysis and reports on consumer complaints.
- Collaborates with the Compliance Department to fulfill requests for internal audits, internal projects, regulatory examinations related to CRA, Fair Lending and UDAAP.
- Maintains confidentiality of all sensitive Bank information.

Required Education/Experience:
- High School diploma or general education degree (GED).
- Knowledge of Equal Credit Opportunity Act (ECOA), CRA, and UDAAP preferred.
- One year of experience related to Fair Banking regulations is preferred.
Necessary Skills:
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
- Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to add, subtract multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
- Ability to deal with problems involving a few concrete variables in standardized situations.
- Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
- Ability to handle multiple projects simultaneously.
Physical Activity/Dexterity:
- Manual dexterity sufficient to reach/handle items and work with fingers. Works with fingers and perceives attributes of objects and materials.
Physical Environment Demands:
- Must be able to remain in a stationary position 90% of the time.
- The person in this position needs to occasionally move about inside the office to visit other offices, conference rooms, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and telephone.
- Constantly positions self to operate on a computer.
- The person in this position frequently communicates with other people throughout each day. Must be able to exchange accurate information when conversing.
Working Conditions/Environment:
- Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.
- Moderate noise (e.g. business office with computers and printers, light traffic).
Work Schedule/Hours:
- Monday through Friday; 8:00am - 5:00pm.
- Available for overtime, as necessary.
