Nature of Work: This is complex and difficult civil or criminal professional legal work in the City's Law Department that includes extensive research, precedent problems, jury and court trials, appeals, and contested cases. An employee is assigned to either the Civil or Prosecution Division. Work involves representing the City in traffic, misdemeanor, civil, and worker's compensation cases; prosecuting criminal complaints; preparing cases set for trial; and preparing and reviewing bid documents, legislation and other legal documents. Work may also involve delivering presentations before higher courts. Assignments are received and work is reviewed by a higher-ranking attorney.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Juris Doctor degree AND Five (5) years of experience as an attorney, including experience in legal research and in trial work.

Special Qualifications: Admission to the Bar in the State of Nebraska. Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day.

Pay Range: $110, 884.80 with step increases to $173,160.00 Annually

How to Apply: Completed City of Omaha employment applications must be submitted using the online application from the City website. It is the sole responsibility of the applicant to check and ensure that any and all required application materials and supplemental forms are received by the City of Omaha Human Resources Department by the stated deadline. Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be sent to qualified candidates after their application is reviewed by a recruiter and accepted to test for the position. The form must be completed and returned to the Human Resources Department by June 17, 2026 (passing score 60%). Of the candidates who pass the training and experience form, the top-scoring candidates will be invited to participate in a structured interview (passing score 60%). Final eligibility list will be an overall score with the training and experience form weighted 50% and the structured interview weighted 50%.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by June 9, 2026.

Required Knowledge, Skills, and Abilities:

* Knowledge of general civil or criminal law
* Knowledge of judicial procedures and rules of evidence
* Knowledge of City ordinances and accepted legal and court interpretations
* Knowledge of constitutional law and statutory provisions relating to municipalities
* Knowledge of court processes and procedures
* Knowledge of the procedures and techniques of legal research and sources of information
* Knowledge of the City of Omaha Municipal Code and State, Federal, and municipal laws
* Knowledge of the services provided or areas covered by City, County, and State Departments, and various local social service agencies
* Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks including legal research and case management software.
* Ability to explain laws, policies, and procedures
* Ability to understand and interpret cases, laws, federal regulations, statutes, ordinances, and contracts
* Ability to determine the legal relevance and appropriate application of laws, federal regulations, statutes, ordinances, contractual agreements, and factual information to assigned situations
* Ability to prepare clear, concise, and organized contracts, bid documents, agreements, legislation, and other documents
* Ability to communicate in order to deliver presentations, argue cases in court, and respond to questions from the public
* Ability to understand written or oral instructions
* Ability to learn and adapt to advances in computer and electronics device technology and software
* Ability to establish and maintain effective working relationships with fellow employees and members of the general public
* Ability to adhere to safety policies, procedures, and guidelines
* Ability to sit 76 to 100% of the time; stand and walk 51 to 75% of the time; and reach, bend, stoop, push and pull up to 25% of the time
* Ability to move objects weighing up to ten (10) pounds 0 to 33% of the time

* Gathers facts, checks investigation reports, and prepares correspondence.
* Attends meetings and provides legal advice regarding decisions to be made, researches and develops solutions, and prepares opinions.
* Responds to questions from the public regarding City ordinances, state statutes, and policies.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
* Civil Division:
* Serves as legal counsel for large City departments, boards, and other City-related agencies; attends meetings; and provides legal advice regarding decisions to be made, documents and contracts to be considered, and litigation to be brought or responded to on the City's behalf. This involves drafting of ordinances, reviewing contracts, preparing and reviewing bid documents and other documents.
* Represents the City in complex and difficult civil cases to include preparing briefs and pleadings, interviewing witnesses, taking depositions, and preparing for trial.
* Represents the City in civil and worker's compensation cases before appellate courts.
* Prosecution Division:
* Investigates evidence in criminal offenses, mitigates disputes between parties prior to filing charges, and prosecutes criminal complaints.
* Represents the City in complex traffic or criminal misdemeanor cases before courts of original jurisdiction beginning with the preliminary arraignment up to and including trials.
* Represents the City on traffic and misdemeanor cases before appellate courts.
* An incumbent may occasionally draft an ordinance and review legal documents.
