Job Description:
We're currently seeking an International Programs Coordination Support Analyst to support the facilitation of foreign engagement and security cooperation, strategic thinking, planning, and programming support including data collection and research, decision tool creation, analytical support, technical assessment, and executive-level assessment briefings in support of N99X priorities. Task interaction will support coalition interoperability coordination across OPNAV, Joint Staff, Army, Air Force and Marine Corps action officers, other staffs and multi-fora groups, and U.S. Government organizations, as well as NATO and foreign military staffs.

Responsibilities include:

Business Operations & Foreign Engagements:

  • Plans, organizes, and executes the performance of N2N6-led international engagements ensuring that goals and objectives of those engagements are accomplished within prescribed timeframe and funding parameters.
  • Assist in the preparation of documents and other materials, review tasking and obtain supporting documentation for responses.
  • Attend and provide administrative and SME support for major N2N6 international engagements including pre-meeting briefs to leadership, minutes, attendance, program briefs, and tracking progress and completion of actions.
  • Assist in formulating recommendations to Navy policy and PPBE processes in response to C5ISRT/IW interoperability issues in support of Allied and Coalition force concerns.
  • Support coordinating activities to develop combined U.S. and allied technical solutions to interoperability challenges.

Foreign Disclosure & Technology Transfer Requirements:

  • Review and assess Foreign Information Disclosure applications and Foreign Visit Requests (FVRs).
  • Provide technical, administrative, and management support for amendments to the Information Exchange Annex supporting C5ISRT interoperability and the Coalition Interoperability Assurance Validation (CIAV) and Coalition Warrior Interoperability Experimentation (CWIX) programs.
  • Review any U.S.-only C5ISRT requirements, plans, and budgets to identify, assess, and mitigate potential foreign ally interoperability issues or impacts throughout the POM process.
  • Analyze and recommend proposed exceptions to disclosure policy and any issues associated with any Navy C5ISRT/IW Data Exchange/Information Exchange Agreements.
  • Formulate Navy policy regarding interoperability issues associated with Combatant Command (CCMD) C2 Interoperability Review Boards (CCIRB), Allied Force Goals and packages, Coalition/Allied Defense Planning Questionnaire packages, Technology Transfer and Security Assistance Review Boards (TTSARB), and Committee on Foreign Investments in the United States (CFIUS) tasks.
  • Assist N2N6 government personnel in preparing, reviewing, and managing edits to NATO STANAGs and NATO Allied Publications.

Here's what you need:

  • Citizenship: Must be a US Citizen
  • Clearance: TS/SCI (eligible)
  • Minimum Experience Required: 3 years of experience (Active/Reserve Duty, USG Civilian, or Defense Contractor) with at least of 2 years as a member on a high-level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, or IC staff in each of the following areas:
    • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Military Departments / Services, IC, and US Interagency.
    • National Intelligence Enterprise and Intelligence Cycle services, processes and products
    • Driving interoperability requirements with Joint, Allied, and Coalition partners and providing high level decision makers with information regarding all facets of Information Warfare and the capabilities of foreign navies.
    • Experience with Intelink, Inteldocs and Sharedrive publishing and editing for information exchange.
  • Strong written and verbal communication skills
  • Demonstrated effective team player and analytical skills
  • Ability to travel and maintain a current passport

Bonus Points If You Have:

  • Demonstrated ability to coordinate cross-functional work teams toward task completion
  • General PC knowledge including Microsoft Office expert level knowledge of Excel and PowerPoint, working knowledge of SharePoint, or Access (or similar database management system)
  • Familiarity with PPBE / POM (at least one cycle)

Security Clearance:

  • Active TS/SCI (eligible)

Education:

  • Bachelors degree desired.

Work Schedule:

  • Monday-Friday, onsite
