Posting Summary
Rutgers, The State University of New Jersey is seeking a Manager, Information Systems & Technology (Infrastructure) within the Information Systems and Technology Department at the Rutgers Cancer Institute.

The Manager, Information Systems & Technology (Infrastructure) collaborates with researchers, IT staff, and external partners to evaluate and implement technologies that enhance research productivity. This position is accountable for maintaining service reliability, driving infrastructure improvements, and supporting emerging technology needs across the Rutgers Cancer Institute.

Essential Duties and Responsibilities include the following:

  • Participates in strategic planning, management, deployment and development of appropriate resources to optimize infrastructure, project, and support services for all research technologies and systems, including server infrastructure, scientific instruments, high performance computing, AI, and cloud computing infrastructure and services.
  • Administers and maintains enterprise storage and server infrastructure, including platforms such as Box and RDS, ensuring high availability, optimal performance, and data security through proactive system upgrades, patch management, and vulnerability remediation in compliance with established security standards.
  • Identifies financial resources needed for projects. Provides budget reports and updates as needed to department leadership and assists with budget oversight to optimize fiscal resources.
  • Serves as the primary liaison with Rutgers OIT and OARC teams while providing senior-level technical guidance and escalation support and designing scalable infrastructure solutions to meet research and operational needs.
  • Governs data lifecycle management for RCI systems, ensuring secure access, transmission, and storage of data in compliance with institutional policies and federal regulations, including HIPAA.
  • Recommends and participates in creating new IST policies and procedures for research technology operations, including change management and contingency planning. Ensures compliance with current policies and procedures, educates and trains as necessary.
  • Creates and maintains standard operating procedures (SOP's) as they relate to systems, redundancy, standard operations, and disaster recovery.
  • Provides technical support and troubleshooting for research technology systems and infrastructure.
  • Recommends staffing needs including the hiring, firing, promoting, demoting, performance evaluations, transfers and/or disciplining of employees, as well as other personnel actions according to University policies and procedures.
  • Develops and maintain disaster recovery and business continuity plans for research technology operations.
  • Conducts periodic testing of contingency plans to ensure they remain effective and up-to-date.
  • Oversees relevant purchasing, contractual and fiscal activities with external vendors to ensure proper vendor project performance and compliance.
  • Stays abreast of the latest server/cloud technologies.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in computer science, Engineering or related discipline required.
  • Six (6) years of progressively more responsible experience in a technical environment.
  • Must have extensive experience working in a technical setting and a strong understanding of workflow, policies and procedures regarding production environments.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Demonstrated expertise and excellence in design, implementation and management of complex technical systems and environments.
  • In-depth server hardware, server software and performance analysis knowledge.
  • Demonstrated ability to identify and solve problems of highly technical complexity.
  • Strong familiarity with network/information systems theory and design.
  • Broad understanding of network/server connectivity, security issues, architecture, policy and practice in large, complex enterprises.
  • Demonstrated progression in responsibility, culminating in positions with senior, hands-on design and implementation requirements.
  • Demonstrated strong verbal and written communication skills.
  • Demonstrated ability to present and discuss technical information in a clear and precise manner.
  • Demonstrated ability to develop comprehensive procedural documentation or SOPs. Demonstrated ability to develop quality technical documentation.
  • Knowledge of server virtualization (e.g. VMWare) and capacity, availability planning and performance tuning of same.
  • Enterprise file system management, efficient use of NTFS permissions, quota implementations and Enterprise scripting methodologies.
  • Demonstrated ability to drive complex tasks spanning multiple teams to completion.
  • Effective oral and communication skills.
  • Must be computer literate with proficiency and working knowledge of database and reporting tools such as Microsoft Word, Excel, Access, and PowerPoint.

Preferred Qualifications

  • Current Microsoft server experience required, certifications are desired.
  • Knowledge of authentication methods (Active Directory/LDAP), replication, group policy, DNS, server security, component backups and distributed file systems preferred.
  • Enterprise shared storage experience and snapshot technologies a plus.
