Overview

PURPOSE STATEMENT:

The Supervisor, Shift II, under the direction of the Operations Superintendent and with minimal supervision, oversees the safe, efficient, and reliable 24/7 production of Synthetic Natural Gas (SNG), natural gas, and associated byproducts. This position provides first-line leadership for shift operations by directing personnel and coordinating daily plant activities to ensure compliance with safety, environmental, regulatory, and operational standards. This position is responsible for maintaining product quality, optimizing operational performance, and ensuring shift execution supports the department's short- and long-term operational objectives.



Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

    Supervises, schedules, trains, and directs first-line operations personnel to ensure safe, reliable, and efficient production of SNG and other products across shifts.
  • Establishes performance expectations and evaluates employee performance, provides coaching and feedback, and ensures the effective use of personnel, equipment, materials, and other operational resources.
    • Recommends personnel actions including hiring, training, and advancement.
    • In coordination with Human Resources and the Operations Superintendent, administers corrective action, employee counseling, and grievance procedures in accordance with the Collective Bargaining Agreement (CBA) and Company policies.
  • Collaborates with the Operations Superintendent to plan and schedule major equipment outages and turnarounds to meet regulatory requirements, department priorities, and company goals.
    • Develops, communicates, and updates detailed work plans to coordinate plant personnel and ensure work is executed safely and within established timelines.
  • Monitors plant systems and operating conditions, directs operational adjustments, and responds to routine and abnormal operating conditions in accordance with established operating procedures and escalation protocols to maintain safe and reliable operations.
    • Checks for leaks in pipes and valves, and for signs of pending equipment failure.
    • Samples and tests process streams such as boiler and demineralized water analysis, gas detector tube analysis of gas streams, etc.
  • Responsible for the safe, reliable, and efficient operation of all plant equipment during assigned shifts, which may include varying schedules.
    • Coordinates with other Shift Supervisors to ensure continuity of operations across shifts and communicates operating conditions, events, and priorities to support effective shift turnover.
  • Prioritizes and coordinates daily maintenance work with Maintenance personnel and ensures work is completed as intended. Oversees and/or performs the isolation of equipment and processes to prepare systems for safe maintenance and contractor work. Executes isolations in accordance with established procedures where available and applies sound operational judgment and industry best practices where procedures do not exist.
  • Prepares, updates, and posts operator schedules to ensure adequate staffing for sustained plant operations.
  • Reviews and approves operator timesheets.
  • Oversees the training and qualification programs for operators by providing coaching, performance feedback, and reinforcement of operating procedures, safety practices, and regulatory compliance requirements.
  • Leads safety and regulatory training, ensures required training is effectively communicated to all operations personnel and completed on time, and verifies employee understanding and application of required procedures and regulatory requirements.
  • Communicates and enforces safety rules and procedures to maintain a safe work environment. Acts as a safety leader on shift by identifying and addressing unsafe conditions and behaviors, ensuring incidents and near misses are reported, and enforcing corrective actions within authority. Regularly reviews and recommends improvements to department policies and procedures.
  • Ensures compliance with all applicable federal, state, and local safety, environmental, and regulatory requirements, including DOT, PHMSA, OSHA, EPA, and Company policies, procedures, and standards
  • Performs as a first responder and Site Commander for emergency situations as required, directing response activities to ensure personnel safety and stabilization of plant conditions.
  • Serves as the site security leader during the assigned shift, ensuring appropriate measures are taken to protect personnel, facilities, and company assets and property.
  • Maintains assigned work area and equipment in a clean, orderly, and safe condition; performs housekeeping duties as required.
  • Participates in the plant's Management of Change (MOC) Process and Process Hazard Analyses (PHA).

OTHER FUNCTIONS/RESPONSIBILITIES:

  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  • Complies with all applicable corporate and Hawaii Gas policies and procedures.
  • Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  • Performs all other related duties as instructed by supervisor/manager.


Qualifications

Required Education and/or Work Experience:

  • High school diploma or GED.
  • Minimum 5 years in the operation and/or maintenance of a processing, manufacturing, and/or power plant.
  • Minimum 2 years successful experience in a supervisory or leadership role.
  • Proficient with Microsoft Outlook, File Explorer, Word, and Excel

Preferred Education and/or Work Experience:

  • Good working knowledge of PHMSA, OSHA, EPA, etc. regulations
  • Experience in a Union environment
  • Proficient with Microsoft Teams and SharePoint

Required Licensure, Certification, Registration or Designation:

  • Prerequisites:
    • Fired Equipment Operator (FEO) Qualified
    • Process Equipment Operator (PEO) Qualified
    • Shift Supervisor (SS) Qualified
  • Postrequisites:
    • Process Control Operator (PCO) Qualified
    • P.R., First Aid, A.E.D.
    • Forklift (Powered Industrial Truck) Certified
    • Scissors Lift Certified
