Earned Value Program Analyst (Intermediate)
LOCATION: Huntsville, AL (must live within 2 hours from Redstone Arsenal)
SUMMARY: The Earned Value Program Analyst will support the Missile Defense Agency Earned Value Directorate (MDA/DAV) with all aspects of Earned Value Management and program support.

- Advise on cost and schedule performance data to support EVM reporting and briefings
- Assist program offices with periodic reviews of cost and schedule data, projections and impacts
- Review and assess Integrated Master Schedules and identify inconsistencies and trends
- Conduct schedule risk analysis, assessments and prepare monthly analysis reports
- Prepare summary schedules and analysis for briefings and reviews
- Maintain internal tracking databases and recommend design changes and enhancements
- Assist with data calls and requests related to earned value and schedule performance
- Develop initial Work Breakdown Structures, Cost Data Collection Plans and related documents for new contracts
- Support cost data collection and validation of contractor EV and schedule data
- Support implementation of DAV Security Management and Management Internal Control Program
- Assist with updating and implementing EV and IBR policies and provide recommendations
- Develop and conduct training on integrated program management topics
- Participate in program assessments and status reviews of contractor schedules
- Analyze monthly earned value data and populate/validate EV databases
- Support Earned Value Baseline Reviews and execution of IBRs and related activities
- Develop executive summaries, quick-looks and monthly EV and schedule analyses
- Support DCMA in conducting EVMS joint surveillance reviews
- Compile and maintain database of DCMA reports and evaluations
- Review EVMS programmatic documentation for compliance
- Support evaluation of EV performance against award fee criteria and metrics
- Provide EV data analysis support for Foreign Military Sales programs
NON-ESSENTIAL DUTIES: Perform other duties as assigned
EDUCATION AND EXPERIENCE:
- Bachelor's degree in a related field and 7 years of experience, or Master's degree in a related field and 4 years of experience, including 3 years of experience on DoD Acquisition Programs
- Relevant industry certifications such as PMP, EVP, or prior DAWIA Level II Program or Financial Management Certification
- 4 years of experience in a DoD or industry program management and integration environment providing strategic level analysis, communications, and staff coordination
- Ability to execute tasks related to cost and schedule integration, baseline reviews, and/or schedule analysis with minimal supervision
- Strong communication, interpersonal, organizational, teamwork and presentation skills
- 3 years of experience with EVM policy
- Ability to work independently to review, process and formulate programmatic products
ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES (Desired):
- Encore Analytics Empower software experience preferred
COMPUTER SKILLS:
- Skill in operating a personal computer and standard office equipment
- Proficient with the standard Microsoft Office Suite (e.g., Outlook, Word, Excel, and PowerPoint)
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Must be able to obtain and maintain an active DoD Secret security clearance
- Active DoD Secret security clearance desired
PHYSICAL DEMANDS:
- Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
