Job Description
Kearney is currently seeking an IT Security Senior Consultant to join our team supporting a high visibility federal CFO office. This Senior Consultant will play a key role in advising federal project managers, system owners, and implementation teams across the enterprise with technical and functional aspects of system controls, authorization packages, and cyber/system requirements. This position requires knowledge of systems development lifecycle processes, financial system interfaces, IT controls and security requirements - including but not limited to National Institute of Standards and Technology (NIST) standards, and agency Authorization to Operate (ATO) process. Responsibilities include but are not limited to:
- Execute research and ongoing monitoring of relevant standards, policies and guidance to develop recommendations for integration into project execution
- Identify and monitor risks in project execution
- Proactively support day-to-day execution of tasks as required by the project plan, ATO schedule, audit or assessment schedule, or customer direction
- Establish & maintain relationships with system owners, system integrators, and technical federal POCs
- Provide technical expertise regarding system security and architecture within the context of relevant IT controls, functional, and operational requirements
- Develop and support implementation of IT / system related policies and processes
- Provide innovative, tech-enabled recommendations to project leadership to continually improve solutions to our customers
- Respond to data calls from internal and external stakeholders
- Create and manage Plan of Action and Milestones (POA&M), as needed
- Support OMB A-123 ITGC compliance efforts
- Continuous monitoring activities
- Development and maintenance of Authority to Operate packages and other system-related documentation
- Support or lead incident response and reporting for specified systems
- Lead or support the development and learning of junior team members
Qualifications
Required Qualifications:
- Bachelor's degree in information systems, management, or other related field
- Minimum 6 years of experience with federal systems and IT architecture
- Familiarity with NIST standards (e.g., NIST SP 800-53 Rev 5)
- Familiarity with Federal Information Security Management Act of 2002 (FISMA) and Federal Information System Controls Audit Manual (FISCAM)
- Experience preparing for and supporting federal IT audits and responding to audit finding
- Experience creating and managing Plan of Action and Milestones (POA&Ms)
- Experience developing or eliciting technical and functional requirements for information systems
- Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy-to-understand business terms to all levels including management and senior leaders
- Ability to effectively manage multiple competing priorities with high attention to detail
- Ability to work efficiently and effectively in a team environment and independently without direct supervision
- Possesses strong analytical skills and good listening skills with ability to effectively coach and mentor others
- Ability to obtain and maintain a U.S. Secret security clearance (requires U.S. Citizenship)
Preferred Qualifications:
- Experience with, or certification in, Agile methodologies
- Knowledge of federal travel systems and regulations
- Supporting existing federal information systems IT remediation
- Certification such as CISSP, CISM, Security+, or equivalent

This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law.
