Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The NYC DOT Transportation Planning and Management Division (TPM), Office of Livable Streets (OLS), is seeking a Mechanical Engineer to serve as a Contract Engineer within Furniture and Operations. Furniture and Operations manages the design, contract initiation and implementation, planning, installation, and maintenance of bike parking, benches, leaning bars, wayfinding signage, curb extensions, and safety devices for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more vibrant, walkable, bikeable, and mass transit accessible, particularly for people who live and work outside.

The Contract Engineer will assist in procurement and quality assurance for standard assets such as bike racks, wayfinding signs, benches, and leaning bars. The Contract Engineer will also conduct research, investigations, studies, or examinations relating to new products such as bollards, edge treatments for bike lanes and pedestrian spaces, hanging signage, crash-rated versions of existing street furniture, and other new materials.

Duties may include, but are not limited to: writing specifications and preparing of or examining design plans and/or working drawings for contracts; drafting shop drawings and details; inspecting and testing samples and/or materials; drafting designs for new or redesigned assets; reviewing shop drawings created by fabrication contractors; engaging in research and investigation of new off-the-shelf products; researching raw materials for traffic maintenance devices; assisting in contract management for design and fabrication tasks; supervising installations; reviewing installation plans; participating in the supervision of the operation, maintaining and use of machinery; when assigned in writing, signing and sealing engineering and other official documents; coordinating with NYC DOT Capital and Department of Design & Construction to ensure updated drawings, specifications and related fabrication contacts are up to date and checking and certifying the installation of materials; evaluating performance and degradation of installed assets; ensuring manufacturing procurement regulation compliance; finding cost and operational efficiencies.

The selected candidate will be asked to work collaboratively and inclusively. The candidate should demonstrate a willingness to work in the field in all seasons or at DOT warehouse facilities, traveling by biking, walking, or using mass transit.

Preferred Skills:

Note: Less than 2 yrs. City Service - New Hire Rate: $83,610; 2 or more yrs. Or City Service - Minimum Incumbent Rate: $96,151.

Minimum Qualifications

1. A valid New York State Professional Engineer's License and a master's degree in mechanical engineering from an accredited college or university and three (3) years of full-time, satisfactory experience in mechanical engineering work; or

2. A valid New York State Professional Engineer's License and four (4) years of full-time, satisfactory experience in mechanical engineering work.

In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and , individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
