In order to be considered for this position candidate must be serving permanently in the title of City Planner, or be reachable on the open-competitive list Exam# 5045 for City Planner.

The New York City Department of Transportation (DOT) is committed to expanding electric vehicle (EV) charging infrastructure and supporting the City's sustainability and clean transportation goals.

The Parking Management, Facilities, and Capital Projects Unit manages the City's municipal parking infrastructure, including multi-level parking garages and municipal parking fields. The Unit is responsible for facility operations, capital improvements, contract administration, infrastructure inspections, and sustainability initiatives, including the planning, installation, operation, and expansion of EV charging infrastructure.

The unit is seeking an EV Program Manager to lead and coordinate the development, implementation, operation, and expansion of EV charging infrastructure within municipal parking facilities and to support broader sustainability initiatives.

The successful candidate will work under supervision and with wide latitude for independent judgment. The position requires a combination of program management, project coordination, contract administration, data analysis, field assessment, stakeholder coordination, and technical oversight. Responsibilities will include:

-Manage the City's EV charging program at municipal parking garages and parking fields, including Level 2 and DC Fast Charging infrastructure.
-Develop and implement strategies for the expansion, replacement, and optimization of EV charging infrastructure.
-Conduct site assessments and coordinate with engineering, facilities, parking operations, Con Edison, and other stakeholders on proposed installations.
-Manage and monitor EV-related contracts, including network services, maintenance, equipment procurement, and installation contracts.
-Monitor charger performance, availability, utilization, revenue, outages, and maintenance issues and coordinate corrective actions with vendors.
-Collect and analyze EV charging and operational data and prepare reports, dashboards, presentations, and recommendations for management.
-Review technical proposals, engineering drawings, specifications, construction documents, and equipment submittals.
-Coordinate EV infrastructure projects from planning and procurement through installation, commissioning, and ongoing operations.
-Maintain EV equipment inventories, warranties, service records, and project documentation.
-Coordinate with cybersecurity, finance, procurement, legal, and other internal units regarding EV charging operations, payment systems, and contract requirements.
-Support sustainability initiatives, including solar PV, energy efficiency, green infrastructure, and other clean-energy projects.
-Coordinate with elected officials, community stakeholders, City and State agencies, utilities, vendors, and other external partners.
-Conduct field inspections and respond to operational and technical issues affecting EV charging facilities.
-Perform research and develop recommendations regarding emerging EV technologies, charging strategies, pricing, and industry practices.

Hours/Shift: 35 Hrs. / M-F / 8am-4pm

Minimum Qualifications

1. A master's degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or

2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and
development of housing, transportation, environmental, and city-owned land planning projects; or

3. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.

4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.


Preferred Skills
-Strong project management skills.
-Experience with EV charging infrastructure, transportation planning, sustainability, engineering, construction, or facility operations.
-Strong data analysis and ability to translate data into actionable recommendations.
-Experience managing contracts, vendors, consultants, or contractors.
-Ability to review engineering drawings, technical specifications, and construction documents.
-Excellent written, verbal, organizational, and presentation skills.
-Proficiency with Microsoft Office, particularly Excel and PowerPoint.
-Experience with GIS/ArcGIS and AutoCAD.
-Knowledge of electrical systems, EV charging technology, or renewable energy is desirable.
-Experience coordinating with utilities, government agencies, community stakeholders, and contractors is highly desirable.
-Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions. This license must be maintained throughout the duration of employment in this position.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
